The City of Los Banos Public Works Department is seeking qualified consulting firms to provide permitting and design services for expanding irrigation areas at the Los Banos Wastewater Treatment Plant. - Government Buyer: - City of Los Banos Public Works Department - Main contacts include the Interim Assistant Public Works Director - Scope of Services: - Environmental analysis per CEQA guidelines, including cultural and biological assessments and determination of required environmental documentation - Topographic survey of specified fields (Northwest Field APN: 082-020-038, South Field APN: 454-020-001) and a two-acre sludge storage area - Design of irrigation system plans and specifications, including pipes, appurtenances, calculations, signs, and fencing - Design of a temporary sludge storage area with geotechnical recommendations for liner requirements - Permitting services, including amendments to Waste Discharge Requirements, updates to the Title 22 Engineering Report, monitoring well evaluation, dewatering schedule analysis, and water/nutrient balances - Project management, including contract and invoice management, meetings, and site visits - Notable Requirements: - Consultants must demonstrate expertise in effluent irrigation discharge permitting, environmental analysis, and municipal projects - Compliance with insurance, nondiscrimination, and conflict of interest requirements - Submission of five hard copies and one electronic PDF copy of proposals - The City reserves the right to reject all proposals and may conduct interviews with top-ranked consultants - No specific OEMs or product vendors are named, as this is a request for professional consulting services - The contract will be time and expense, not-to-exceed, with monthly invoicing

Description

The City of Los Banos is seeking proposals from qualified consulting firms to assist with permitting for additional irrigation areas at the Wastewater Treatment Plant. The scope includes modifications to Waste Discharge Requirements, Title 22 Engineering Report, environmental study, topographic survey, and irrigation system plans and specifications. Proposals must be submitted by December 11, 2023, with the project award anticipated in early January 2024.
