The City of Winnipeg is seeking professional consulting services to prepare requirements for procuring an Enterprise Project and Portfolio Management (EPPM) software solution. The scope includes assessing current capital project management practices, evaluating project management maturity and compliance with city guidelines, inventorying existing software tools, and developing vendor-neutral, procurement-ready requirements and supporting materials for a future negotiated request for proposal (NRFP). The consultant will provide advisory support for the NRFP process, but final procurement decisions remain with the City. The contract is a one-time engagement with delivery expected by July 1, 2026.
