Description

Empire State Development (ESD) of New York State is issuing a Supplemental Request for Qualifications (RFQ) to pre-qualify additional law firms to provide real estate legal counsel services statewide. The scope includes representation on large scale real estate and land use matters such as acquisition, sale, leasing, development, financing, taxation, zoning, compliance, and litigation related to real estate. This supplemental RFQ supplements the 2025 RFQ to maintain a robust list of pre-qualified firms. Submissions are due by May 11, 2026, and firms must agree to ESD's maximum hourly rate structure.
