Description
Synopsis for Project Facilitator IDIQ Title/Subject: VA Project Facilitator Services IDIQ The Department of Veterans Affairs (VA) intends to issue a solicitation for a multiple award, five year, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide project facilitator services in support of Energy Savings Performance Contracts (ESPC) and Utility Energy Service Contracts (UESC) at VA facilities nationwide. The resulting contracts will support VA s energy resilience, reliability, and efficiency objectives by furnishing experienced, unbiased advisors to assist VA acquisition and technical teams throughout the development, award, and post award performance of ESPC and UESC projects, consistent with federal performance contracting guidance. Under this requirement, project facilitators will provide technical, financial, and acquisition support, including but not limited to: assisting with acquisition planning; supporting development of feasibility and preliminary assessments; reviewing investment grade audits and project proposal documentation; advising on measurement and verification approaches; and supporting negotiation and administration of ESPC and UESC task orders. Services may be required from project conceptualization through review of initial measurement and verification reports and subsequent performance period activities, in accordance with applicable Department of Energy Federal Energy Management Program (FEMP) resources and VA policies. The Government anticipates establishing a pool of qualified contractors under the IDIQ with a five year ordering period. Individual task orders will be issued on a firm fixed price basis and may vary in scope, size, and location, covering single or multiple VA sites. The applicable North American Industry Classification System (NAICS) code is expected to be 541330 (Engineering Services) with a small business size standard of $25.5 million. The procurement is anticipated to be conducted as a Service-Disabled Veteran Owned Small Business (SDVOSB) set aside. Also, offerors must be approved as Federal Project Facilitators by the Department of Energy (DOE). The solicitation, including all amendments and attachments, will be made available only in electronic form at the Governmentwide point of entry (GPE) in the near future. No paper copies of the solicitation will be issued. Interested parties are responsible for monitoring the GPE for the solicitation and any amendments. Questions must be submitted in writing as specified in the solicitation; telephone requests for information will not be accepted. Responses to this synopsis are not offers and cannot be accepted by the Government to form a binding contract.
