Environment and Climate Change Canada (ECCC) is seeking qualified laboratory service providers for the analysis of BENPAT components in wastewater, surface water, and other aqueous environmental matrices. - Government Buyer: - Environment and Climate Change Canada (ECCC) - Procurement & Contracting Services Division (NCR) - Senior Manager Operations: Megan Filliol - Products/Services Requested: - High-quality chemical analysis of BENPAT components (Ph-PPD-Ph, Ph-PPD-Tol, Tol-PPD-Tol) in: - Approximately 40 wastewater samples per year - Approximately 20 surface water samples per year - Analytical laboratory services including: - Validated methods with detection limits of 50 ng/L or lower - ISO/IEC 17025 accreditation required - Quarterly sampling plan development and consultation - Quality assurance/quality control (QA/QC) procedures (blanks, enriched blanks, replicates) - Electronic reporting of results within eight weeks of sample receipt - Data retention for 36 months - Unique/Notable Requirements: - Intellectual property rights to all results and data will be owned by Canada - Compliance with Canadian procurement policies, anti-forced labour requirements, and support for net-zero greenhouse gas strategies - Encouragement for participation from underrepresented groups and alignment with accessibility standards - No security requirements - No specific OEMs or vendors are named; open to all qualified laboratories meeting the technical and accreditation standards. - Place of Performance/Delivery: - Environment and Climate Change Canada, Gatineau, QC, and across Canada as required by the sampling plan.

Description

Environment and Climate Change Canada is seeking offers to provide analysis services for wastewater, surface water, and other aqueous environmental matrices to detect the presence of Benpat. The contract duration is 10 months starting from June 1, 2026, with options to extend for up to two additional one-year periods. The procurement method is competitive open bidding, with selection based on the highest combined rating of technical merit (70%) and price (30%).
