The U.S. Department of Veterans Affairs (VA) seeks expressions of interest for approximately 5,459 American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area (ABOA) square feet of medical/clinical office space within the delineated area of Manchester, NH, as specified below.
Notice This advertisement is a notice of a potential opportunity. It is not a solicitation for offers nor a request for proposals. The purpose is to identify potential sources and suitable locations and is not intended to pre-qualify or disqualify any potential offers. Submission of any information in response to this market survey is voluntary. The government assumes no financial responsibility for any costs incurred related to this request for capability information.
Purpose The VA's purpose for this notice is to conduct market research and identify capable resources from Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), and/or capable open market sources. The relevant NAICS code is 531120 (Lessors of non-residential buildings, except mini warehouses), with a small business size standard of $47 million.
Additional Information The Department of Veterans Affairs will consider other offerors to promote competition. This is a notice of a potential opportunity, not a solicitation. The government will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the government assumes no responsibility to award a lease based on responses.

Description The VA seeks to lease approximately 5,459 ABOA square feet (not to exceed 6,099 rentable square feet) of medical/clinical space, with 25 parking spaces, for use as a Community Based Outpatient Clinic (CBOC) within Manchester, NH. The space must meet the boundaries specified below.
Parking Requirements 25 parking spaces, or 5 per 1,000 rentable square feet, whichever is greater. Must include handicapped accessible spaces and van-accessible spaces at the main entrance. Parking must be on-site, exclusively for VA use, and compliant with local laws and regulations. Handicapped spaces shall be designated per local code. Offeror must have ownership rights to the parking spaces offered.
Property Location Must not be within the 100-year floodplain.
ABOA Definition ABOA is the space remaining after deducting common areas, Lessor areas, and areas required by code from the RSF. It excludes stairs, elevators, mechanical rooms, ducts, shafts, vestibules, corridors, and public toilets.
Lease Term 20 years total: 5 years firm, 15 years soft.

Additional Considerations Existing space must be ADA compliant, modernized, and suitable for modification. Space cannot be split across floors or within the same floor. The building must comply with the Architectural Barriers Act, VA Barrier Free Design Standard, and security requirements.
Unique Agency Requirements Space must be on a single, contiguous floor. If not on ground level, at least two elevators are required. Entrance doors must be automatic or updated prior to occupancy. Building must have metro-ethernet data and voice circuits. Space configurations with atriums, irregular shapes, or long/narrow runs are not considered. Parking must be contiguous, adjacent, and within 100 feet of the building entrance. Structured parking is not permitted. Space cannot be in the FEMA 100-year floodplain. Space must be zoned appropriately and free from incompatible uses (e.g., treatment centers, correctional facilities, industrial areas, etc.). Space must meet all federal and local safety, security, accessibility, seismic, and sustainability standards. Building must be handicapped accessible, with parking meeting ADA standards. A fully serviced lease is preferred.

Evidence of small business, VOSB, or SDVOSB status, including registration details. Location and ownership evidence of the building offered. Map showing the building within the delineated area. Description of ingress/egress, floodplain status, proximity to transit, and any restrictions. Building details: age, size, site plan, floor plan, rent costs, parking, modifications needed, adjacent uses, utilities, and availability date. Attachment: Small Business, VOSB, or SDVOSB Status The NAICS code is 531120, with a small business size standard of $47 million. Responses will help determine if the acquisition should be set aside for SDVOSB or VOSB concerns, in accordance with 38 USC Sec. 8127. This is a request for information, not a solicitation. A solicitation may or may not be issued. This notice is published per FAR 19.14 and VAAR 819.70. SDVOSB, VOSB, and small business firms are encouraged to respond. They must be registered in VA's VIP system at https://www.vip.vetbiz.va.gov. All interested firms should submit a capabilities statement, including: Company details and contact information. Evidence of SDVOSB or VOSB status. Capability to offer as a small business under NAICS 531120, including SAM registration. Descriptions of three relevant projects completed in the past five years. Evidence of bonding capacity and ability to obtain bonds. Evidence of financing capability. Firms may also submit a narrative describing their capabilities.
