This opportunity seeks contractors to provide comprehensive environmental compliance and laboratory services for U.S. Army Garrison Stuttgart and associated military installations in Germany. - Government Buyer: - Department of the Army, United States Army Garrison Stuttgart, Environmental Division, Directorate of Public Works - Scope of Services: - Environmental compliance support (hazardous materials/waste management, spill prevention, air emissions, storm water, tanks) - NEPA consultation, habitat management, and environmental surveys - Inspections, technical and compliance assessments, and reporting - Development and delivery of environmental training (online, in-person, field exercises) - Laboratory sampling and analysis for water, wastewater, building materials, and hazardous substances (including lead, asbestos, PCBs, PAHs, Legionella, PFCs, and more) - Emergency response sampling (24-36 hour turnaround) - Advisory services, management plan updates, and regulatory correspondence - Mapping surveys with GIS integration and database updates - Support for permit updates/renewals and environmental awareness events - Key Requirements: - Personnel must meet specific technical qualifications and language fluency - Recurring deliverables (quarterly/yearly reports, recurring training, rapid emergency response) - Work performed at multiple U.S. military facilities in the Stuttgart area - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments - Notable Details: - Two hybrid (Firm Fixed Price and Time & Materials) IDIQ contracts anticipated - Large volume of technical and laboratory tasks (e.g., 1000 mapping surveys, 100+ water analyses) - Services must comply with U.S. and host nation environmental regulations - All work supports U.S. Army operations in Europe

Environmental Services for:

National Environmental Protection Act (NEPA) consultation, services and habitat management. Environmental compliance, surveys, assessment, consultant services, inspections, trainings, advisory and lab services.

The Government intends to post a RFQ to establish two, separate hybrid (FFP & T&M) environmental service IDIQs.
