Description

The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208), Patuxent River, MD awarded a Firm Fixed Price (FFP) contract modification to Northrop Grumman Systems Corporation (NGSC), Chandler, AZ. The contract modification provides for a last time buy for antennas (part number 1030-3005-003, 1030-3005-004, and ADC5459) in support of the GQM-163A Supersonic Target (SSST), an aerial target system used in weapon systems test and evaluation and Fleet training.

This requirement was procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements per Class Justification & Approval (CJ&A) 16-0407 - redacted version attached to this announcement.

The contract to deliver the GQM-163A system was competitively awarded to Orbital Sciences Corporation in 2000. NGSC acquired Orbital Sciences Corporation in 2018 and is the sole designer, developer, and manufacturer of the GQM-163A target system.
