The U.S. Air Force at Offutt Air Force Base is seeking a contractor to procure and replace cooling and heating water coils for a Daikin Air Handling Unit (AHU) serving PMEL spaces in Building 457. - Government Buyer: - U.S. Air Force, 55th Wing, 55 CONS PKP, Offutt Air Force Base - OEM Highlight: - Daikin is the specified Original Equipment Manufacturer (OEM) for the AHU and replacement coils - Products/Services Requested: - Four Daikin water coils (model 5WL1106B-024, part number 619153312): - 2 hot water coils (211 MBH at 6690 cfm, 13.6 gpm) - 2 chilled water coils (249 MBH at 6690 cfm, 59.4 gpm) - Full removal, installation, reconnection, and startup testing of new coils - Minimum 1-year warranty on labor and materials - Proper off-base disposal of removed equipment - Unique/Notable Requirements: - Like-for-like Daikin coil replacement is required - Compliance with Service Contract Labor Standards and Service Contract Act wage determination - Contractor must coordinate with government for system operation and testing - Lock-out-tag-out safety compliance and site cleanup required - Entry to Offutt AFB may require special authorization - Place of Performance: - All work to be performed at Offutt Air Force Base, Nebraska - Period of Performance: - Work must be completed within 90 calendar days from contract award

DESCRIPTION OF REQUIREMENT

The Contractor shall procure and replace cooling and heating water coils for the AHU serving PMEL spaces in B457.

The existing coils are broken due to damage from freezing. The existing AHU is a Daikin model CAH017GDCM (S/N FBOU210100282), with coils of model 5WL1106B-024, part# 619153312. The unit has 2 hot water coils (rated 211 MBH at 6690 cfm and 13.6 gpm) and two chilled water coils (rated 249 MBH at 6690 cfm and 59.4 gpm).

APPLICABLE LABOR LAWS

This solicitation is subject to the Service Contract Labor Standards RFO 52.222-41 and the current wage determination, Service Contract Act WD # 2015-5005, revision 27, revised 03 Dec 2025.

QUESTIONS DUE DATE AND TIME

A site visit will be scheduled for 20th April 2026 at 01:00 PM CDT. All prospective offerers that do not have access to Offutt AFB shall submit a filled out EAL request to A1C Hunter Hendrix at hunter.hendrix.1@us.af.mil no later than COB 16th April 2026 . Entry to the installation cannot be guaranteed.
