The USDA Agricultural Research Service (ARS) Germplasm Enhancement of Maize (GEM) Project is seeking commercial nursery services to support isolated corn crossing and breeding research in the central Corn Belt region. - Government Buyer: - United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Germplasm Enhancement of Maize (GEM) Project, Plant Introduction Research Unit (PIRU) - Products/Services Requested: - Six isolated corn crossing blocks for hybrid seed production - Two hand-pollinated corn breeding nurseries (including self- and cross-pollinated nurseries) - Field activities: land preparation, fertilization, weed and pest control, planting, pollination, monitoring, harvesting, seed drying, and shipping - Delivery and Performance Locations: - Work performed in central Corn Belt states: Iowa, Illinois, eastern Nebraska, and northern Indiana - Seed delivery to USDA-ARS-NCRPIS (Ames, IA) and USDA-ARS Clayton (Clayton, NC) - Period of Performance: - Full growing and harvesting season, from April/May through November - Unique/Notable Requirements: - Services must support isolated crossing and breeding activities for maize - Strict requirements for plot isolation, pollination procedures, and seed handling - No specific OEMs or part numbers; focus is on agricultural services and expertise - Offeror Requirements: - Firm fixed price quotation - Past performance references and capability statement - SAM.gov Unique Entity ID

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0356 is issued as a Request for Quotation (RFQ) for Nursery Services

This acquisition  is not set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 111150  All responsible sources may submit a quotation which will be considered by the agency. 

See “Attachment 1 - Solicitation Terms and Conditions” for applicable clauses, instructions, and evaluation criteria. 

In order to be considered for award OFFERORS SHALL SUBMIT ALL OF THE FOLLOWING:

Submit Firm Fixed Price quotation on Attachment 3- SF 1449, valid for at least 30 days after receipt of quote. Submit Sam.gov Unique Entity ID (UEI) with quotation.  Past Performance References- Please see Attachment 5- Past Performance document for what is required. Submit Capability Statement- Assurance of experience, capability and qualifications which clearly demonstrate and support the contractor’s claim are essential.

REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit all items requested in solicitation will be cause to reject the quote without further discussions.

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
