Description
Please find post-closing (i.e., after the proposal due date) Amendment 0010 enclosed. The purpose of this amendment is to formally notify you of the cancellation of Solicitation No. W912BV-21-R-0022 for the $150M MEGA Multiple Award Task Order Contract (MATOC). This decision was made after careful consideration and is based on circumstances that have arisen since the solicitation was originally issued. The primary reasons for this cancellation are as follows: • Prolonged Review Period: The solicitation process has experienced unforeseen and significant delays, extending from its initiation in 2021 to the present. This protracted timeline has impacted on the original basis upon which the solicitation was developed. • Reassessment of Evaluation Criteria: Due to the extended duration, the requirements have evolved. The Contracting Officer has determined that these changes, along with key aspects of the evaluation criteria, no longer align with current market conditions. Proceeding would not be consistent with our objective of ensuring fair and equitable competition that reflects the present economic environment. In accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 15, the Government has the right to cancel a solicitation when it is in the public interest to do so. Given that proceedings would not ensure fair and equitable competition that reflects our current needs, we have determined that canceling the solicitation is the most prudent course of action. All proposals received in response to this solicitation will be handled in accordance with federal regulations. We understand that you have invested significant time and resources in preparing your proposals, and we sincerely appreciate your efforts. We anticipate a new requirement in the future, and we encourage you to monitor SAM.gov for updates. We thank you for your interest in this procurement.
