The Federal Bureau of Investigation (FBI) is seeking industry input for the design, manufacture, and support of Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer systems with integrated C4 (command, control, communications, and computing) capabilities. - Government Buyer: - Federal Bureau of Investigation (FBI), Department of Justice - Finance and Facilities Division, Procurement Section - Scope of Requirement: - Design, build, integrate, test, deliver, and support Tier 2 MCPV trailer systems - Integration with Class 4 prime hauler (e.g., F-450 High Output or equivalent, 6-wheel dually) - Mobile, self-contained platforms supporting 15–20 workstations/personnel - Advanced communications: satellite (LEO capable preferred), RF, and cellular systems - Onboard power generation (diesel generator with shore power, 72-hour continuous operation objective, 20% reserve) - Ergonomic, configurable workspace with integrated displays, conference capability, and safe egress - Redundant environmental controls for all North American climates - Safety and security features: fire suppression, intrusion detection, surveillance, emergency exits - Situational awareness: real-time GPS tracking, remote web access, status monitoring - Modularity, scalability, interoperability, and long-term maintainability emphasized - Estimated Quantity and Contract Structure: - Anticipated IDIQ contract for 13–20 MCPV trailers over five years (3–4 units per year) - Lifecycle sustainment, warranty (5–10 years depending on component), and post-delivery support required - Services: - Operator and maintenance training - Maintenance, repair, and technical support (IDIQ task orders) - Unique/Notable Requirements: - Rapid deployment and operation in austere environments - Minimum 95% operational availability - Feedback requested on performance-based acquisition and cost estimates - No specific OEMs or vendors are named; the FBI is seeking information from all qualified sources.
Description
Change 4/15/26 - Due date discrepancy in RFI attachment has been updated to match due date on SAM.gov of 5/4/26.
Estimated quantity over the life of the contract is also clarified.
The Government is conducting market research to identify qualified vendors capable of providing design-build solutions for Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer systems. The anticipated requirement will support a wide range of mission-critical operations requiring rapidly deployable mobile command, control, communications, and computing (C4) capabilities.
The Government is considering a performance-based acquisition approach under a potential Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The MCPV systems are expected to be self-contained, highly mobile platforms integrating advanced communications technologies (including satellite, RF, and cellular), onboard power generation, and configurable workspace to support approximately 15–20 workstations.
This RFI seeks industry input on:
Technical capabilities and innovative design approaches Integration of communications, power, and vehicle systems Production capacity and delivery timelines Lifecycle sustainment and support strategies Recommended contract structure and performance metrics
The Government is particularly interested in solutions that emphasize modularity, scalability, interoperability, and long-term maintainability.
This notice is issued for information and planning purposes only and does not constitute a solicitation. The Government does not intend to award a contract based on this RFI and will not reimburse respondents for any costs incurred in preparing a response.
