The Defense Health Agency (DHA) is seeking industry input for its General Operations Support Services (GOSS) program to provide integrated headquarters support at its National Capital Region facilities. - Government Buyer: - Defense Health Agency (DHA), Professional Services Contracting Division, 7700 Arlington Blvd., Falls Church, VA - Sub-agency: Resources and Personnel Integration (R&PI), J-1 Administrative Management & Privacy Division (AM&P) - OEMs and Vendors: - No specific OEMs or vendors are named; the requirement is for service provision, not product procurement - Products/Services Requested: - Comprehensive administrative and operational support services, including: - Inventory and logistics management - Duplication center operations and technical support - Fitness center management (2 full-time and 2 part-time FTEs required) - Graphic design services (approx. 150 projects/month) - Mailroom operations (handling ~500 mail items and 35 express deliveries/month) - Parking office support - Pavilion and executive conference room scheduling and event support - All personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform these services - Unique or Notable Requirements: - On-site performance at DHA Headquarters (7700 Arlington Blvd, Falls Church, VA) and other National Capital Region locations, including the Pentagon - Key personnel include a contract manager and specialized administrative/technical staff - Emphasis on integrated, mission-essential support for headquarters operations - Services must adhere to DHA style guides and operational protocols - This is a Request for Information (RFI) for planning purposes; no proposals or quotes are being solicited at this time - Targeted at SBA 8(a) Certified EDWOSB and SDVOSB firms - Period of Performance: - 12-month base period with four 12-month option periods (potential total of 5 years) - Place of Performance: - Defense Health Agency Headquarters, 7700 Arlington Blvd, Falls Church, VA - National Capital Region Directorate and Pentagon

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is being issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Defense Health Agency (DHA) is not at this time seeking quotes or proposals and will not accept unsolicited proposals.

The DHA is seeking integrated headquarters support services for GOSS in accordance with the attached DRAFT Performance Work Statement (PWS) and describe the task and capabilities required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervisor and other items and non-personal services necessary to perform the requirement as defined in the DRAFT PWS except for those items specified as Government furnished property and services. Please be advised this is a DRAFT PWS and is subject to change based on the information received from this RFI.

Capability Statements should be submitted in Microsoft Word or Portable Document Format (PDF) and are due no later than 24 April 2026 at 2:00PM EST.  Responses shall be limited to ten (10) pages (8.5x 11 inches, one (1)-inch margins), single-spaced, twelve (12)-point-sized font and submitted via e-mail to Contract Analyst, latonya.s.jenkins.ctr@health.mil and Contracting Officer, linda.m.walker38.civ@health.mil.  Please use the following title in your email subject line HT001126RFI0241 General Operations Support Services (GOSS) Program.
