Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This notice announces the intent by the Defense Health Agency Contracting Activity (DHACA), Fort Detrick, Maryland, 21702, to award a sole source Firm-Fixed-Price (FFP) Contract to Pickering Laboratories, Inc., under the statutory authority FAR 6.302-1(c). The contract is for the purchase of non-personal services for equipment maintenance for Pickering Laboratories, Inc. manufactured instruments. The required services will cover annual preventive maintenance, repair support visits, parts, and software support using Operation and Maintenance funding. Proper maintenance is required to meet manufacturer standards, but more importantly, it is mandatory to meet laboratory quality and accreditation standards.

Pickering Laboratories, Inc. Laboratories, Inc. is the Original Equipment Manufacturer (OEM) and Supplier of the ONYX PCX in the United States. Pickering Laboratories, Inc.  does not supply any competing companies with genuine parts, software and consumables for resale, nor do they authorize any other service provider to service their analyzers. As such, they are the sole authorized provider of genuine parts, software, supplies, service, training and support for these chromatography columns in the United States. Failure to fully fund this contract requirement will jeopardize the ability of the laboratory to maintain the Pinnacle PCX equipment in optimal operating condition.  Without a service contract, instrument downtime will increase and compromise the DCPH-A laboratory's ability to perform this critical analysis in-house. Non-contractual repairs are very costly and will result in time delays due to the lengthy procurement process. Additionally, the service agreements through a contract cover parts, repair, and travel for specially trained technicians.

Period of Performance:

            Base Period: 15 July 2026 - 14 July 2027

            Federal Acquisition Regulation (FAR) 52.217-8: 15 July 2027 – 14 December 2027

The North American Industry Classification System (NAICS) for this requirement is 811210 and the size standard is $34 million. 

This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). DHACA intends to award a contract no sooner than 15 days after publishing this synopsis. This Special Request for Information is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the expiration date listed in this notice, which reflects at least fifteen (15) days after the publication of this notice, the award will be issued as sole source.
