Notice of Intent to Sole Source Requirement The Department of Veterans Affairs (VA), VA Healthcare System, Network Contracting Office (NCO) 10, intends to negotiate a sole source order under FAR Part 12, specifically FAR 12.102 Restricting Competition. LOCATION: Richard L. Roudebush VA Medical Center (RLR VAMC) Radiation Oncology Service 1481 West 10th Street Indianapolis, IN 46202-2830 The VA Medical Center requires the procurement of Radformation software solutions to support Radiation Oncology treatment planning for Veterans. The purchase will include the following items for use with two (2) LINAC Accelerators: AutoContour Radiotherapy Automated Contouring Software EZFluence Radiotherapy Automated 3D Planning Software (Annual Subscription) ClearCheck Radiotherapy Treatment Plan Evaluation Software (Annual Subscription) ClearCalc Secondary Calculation Software (Annual Subscription) ChartCheck Radiotherapy Treatment Evaluation Software (Annual Subscription) These software solutions are essential to increasing the precision, efficiency, and safety of radiation therapy treatment planning. The automation provided by these tools enables the Radiation Oncology Service to generate high-quality treatment plans more efficiently, reducing planning time and easing resource constraints. The software streamlines workflows across contouring, planning, evaluation, and implementation, ultimately improving patient care outcomes. Radformation software is proprietary and designed to integrate seamlessly with existing clinical systems, including Varian Eclipse treatment planning systems. These tools provide standardized, automated processes that improve plan quality and consistency while reducing the potential for human error. No other vendor provides a complete, fully integrated suite of software with the same compatibility, functionality, and clinical validation required to meet the VA s needs. Use of an alternative solution would require significant changes to existing workflows, additional training, potential system incompatibilities, and could introduce delays in patient care and increased costs to the Government. A firm-fixed-price purchase order with a base and two options years is anticipated.. It is the Government s belief that only the proposed source possesses the required capabilities to successfully meet this requirement. It is the Government s intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than April 16th, 2026, at 12:00 p.m.
