This notice announces the Treasury's intent to award a sole source contract to S&P Global Inc. for comprehensive financial data and analytics services supporting the Office of Financial Research (OFR), Financial Stability Oversight Council (FSOC), and Departmental Office (DO). - Sole source procurement to S&P Global Inc. for financial data, analytics, and research services - Coverage includes: - S&P index data (e.g., S&P 500, Mid Cap 400, Small Cap 600, Composite 1500, and more) - Legal Entity Identifiers (LEI) and reference data for global and regional business classification - Due diligence databases for compliance, ownership, and regulatory monitoring - Fundamental and macroeconomic datasets with at least two decades of historical data - Quantitative analytic product sets for back testing and predictive modeling - Corporate credit data, company profiles, SEC filings, and credit rating data from NRSROs - Global financial instrument cross-reference, business entity mapping, and industry sector classification - Requirements include downloadable data (no data caps), compatibility with Excel, Matlab, Python, and exclusion of terminal-based solutions - Only S&P Global Inc. is considered capable of meeting all requirements - Data must be regularly updated and include extensive historical coverage - Supports financial stability research and regulatory oversight - Place of performance and delivery: Federal offices in Washington, DC (OFR, FSOC, TCSC, Bureau of the Fiscal Service)

Description

The Treasury Common Services Center (TCSC), on behalf of the Office of Financial Research (OFR), Financial Stability Oversight Council (FSOC), and Departmental Office (DO), intends to make an award to S&P Global Inc (S&P) on a sole source basis, under authority of FAR 6.302-1, for access to all S&P related products and services.  These products and services may include, but are not limited to, the following products. The final consolidated product list will be tailored through negotiations and finalized at the time of award:

Products and Services

S&P Index Data The Government requires S&P index data to analyze the S&P 500 earnings trends, revenue, and other financial metrics into subsets of the aggregated data.  The required indices include: S&P 500, S&P Mid Cap 400, S&P Small Cap 600, S&P Composite 1500, S&P 100, S&P 900, S&P 1000, S&P Style, Attribute-Weighted Indices, S&P Select Industries, S&P Preferred Index, and other related sub-indices. Historical data must be available from the 1970s for trend analysis. Additionally, access to the supplying firm’s research analysts for bespoke or ad-hoc inquiries, not separately priced, is necessary.

Legal Entity Identifiers (LEI) and Reference Data Global and regional commercial, government, and proprietary business classification and financial product classification services (LEI data) are required for cross-referencing financial products and counterparty identification.

Due Diligence Databases Databases monitoring company ownership, financial products, and compliance risks are required. These should include ownership networks, sanction listings, watch lists, regulatory and law enforcement lists, Interpol lists, US Treasury OFAC watch lists, financial crime and charges listings, and ownership by Politically Exposed Persons (PEP).

Fundamental Data and Datasets OFR requires fundamental data used in value analysis, including financial ratios (e.g., P/E ratios, book value) and company Key Performance Indicators (KPI). Data should include point-in-time information with archived history spanning at least two decades for US and global firms.

Macroeconomic Research and Analysis Data Feed Regional, global, asset, or sector-based macroeconomic research and analytics are needed. This includes tracking daily news with financial implications, comparing key economic indicators (e.g., GDP growth), stock valuation data, economic point-in-time data, forecasting tools, and time series data across various fundamental areas such as bonds, commodities, credit default swaps, indices, exchange rates, and interest rates.

Integrated Quantitative Analytic Product Sets Data feeds and analytics with at least 10 years of history for back testing and predictive modeling are required. These should include measures of analyst consensus, earnings quality, price momentum, valuation metrics, short interest, structural credit risk, text mining of corporate news, and economic forecasts.

Entity-Centric Quantitative Data Analytic Product Set This should integrate entity data, pricing, reference data, and derived analytics. Information includes entity details, corporate actions, market pricing, valuation pricing, historical pricing, and descriptive reference data.

Corporate Credit Data & Analysis Access to daily analysis of S&P/Loan Syndications & Trading Association (LSTA) US Leveraged Loan Index, weekly secondary ratings, industry spreads, total return figures, and monthly reviews covering risk profiles, default statistics, and repayment analysis.

Corporate and Company Profiles & SEC Filings Databases enabling viewing of company profiles, research information, transaction details, SEC documents, relevant news, and financial data. Compatibility with CRSP and Compustat databases is required.

Credit Rating Data from NRSROs Credit information on publicly and privately held firms, banks, insurance companies, and related assets, including sovereign funds.

Global Financial Instruments & Industry Cross-Reference Services Services for identifying and tracking financial instruments, issuers, and sector characteristics, including cross-references to major numbering systems, stock exchange lists, ISO codes, parent-child relationships, and descriptive data.

Business Entity Cross-Reference Data Includes entity names, parent information, registration details, identifiers (LEI, DUNS, GVKEY, etc.), and classification codes.

Business Entity Mapping Data Mappings of business entities to their ultimate parent and corporate hierarchies.

Industry Sector Cross-Reference Data Includes classifications such as GICS®, S&P Capital IQ, ICB, SIC, NAICS, NACE, and ANZSIC.

Data Access and Delivery Requirements Portal(s) for streamed data, downloadable financial data solutions without data caps, and export capabilities to Excel, MATLAB, Python, etc. Data should be updated as frequently as industry standards allow. Persisted data should be included if applicable.

Sample Data Sets Standard Platform Subscription and Real-Time Research Subscription: Access to company profiles, research, transaction details, SEC filings, and historical data back to 1925 via CRSP/Compustat. Includes news, financial info, and proprietary overlays. S&P CRSP/COMPUSTAT Merged Database: Historical matching of CRSP market data with Compustat fundamental data. S&P Ratings Xpress Credit Rating Product: Entity credit ratings for US companies, including long-term and short-term ratings, updated monthly, linked to financial statement data via GVKEY, accessible via WRDS and secured FTP. S&P Global Market Intelligence Enterprise License: Access to financial, regulatory, and market data on US and European financial institutions, including sector analytics and real-time news.

Additional Information Responses must be received by Friday, April 24, 2026, 10:00am EST, and sent electronically to: Purchasing@fiscal.treasury.gov, referencing SS-OFR-26-029. Responses should demonstrate the vendor's capability to meet the requirements. If no suitable response is received, the award will be made on a sole source basis to S&P.

Submission Restrictions Applications with disallowed file extensions (.bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, .zip) will not be considered. Acceptable formats include Microsoft Office documents.

Additional Notes This notice does not restrict the Government to an acquisition approach. Responses are not requests for contract awards and will be evaluated separately from any future solicitations.
