This opportunity from the City of Austin, through Austin Energy, seeks qualified contractors for emergency and non-emergency spill response, clean-up, and restoration services: - Government Buyer - City of Austin, Austin Energy, Central Procurement - Scope of Work - Response to hazardous and non-hazardous oil and chemical spills, including transformer oil (with and without PCBs), kerosene, sulfuric acid, sodium hydroxide, mercury, and lead - Services include spill containment, clean-up, site restoration, excavation, soil and surface decontamination, debris transfer, and environmental project support - Both emergency (1-hour response) and non-emergency services required - Personnel & Compliance - All personnel must have OSHA HAZWOPER 40-hour training and annual refreshers - Compliance with EPA, TCEQ, and City of Austin environmental regulations - Insurance, living wage certification, and wage theft prevention required - Products & Equipment Requested - Emergency response vehicles (trucks, trailers, supervisor vehicles) - Heavy equipment: Bobcat loaders, mini-excavators, track loaders (Cat 963 or equivalent), track excavators (Cat 323 or equivalent) - Specialized equipment: vacuum trucks, super sucker trucks, oil skimmers, frac tanks, open top roll-offs - Supplies: fencing, poly sheeting, decon agents, absorbents, drums, rags, backfill materials - Labor Categories - Site supervisors, technicians, and equipment operators for both emergency and non-emergency response, with Level C and D PPE - Notable Requirements - Rapid mobilization for emergencies - All-inclusive pricing (no separate overhead or travel charges) - Preference for local and small businesses - OEMs and Vendors - No specific OEMs or vendors named; open to all qualified offerors - Period of Performance - Initial 24-month contract with up to three 12-month extension options - Primary Locations - Austin Energy service area (Travis County and surrounding counties) - Austin Energy Kramer Lane Service Center (2412 Kramer Lane, Austin, TX) - City of Austin facilities

Description

This solicitation is a Request for Proposals (RFP) issued by the City of Austin for emergency and non-emergency spill response clean-up and restoration services. The contract covers response to hazardous and non-hazardous oil and chemical spills, including containment, clean-up, restoration of contaminated areas, and other environmental project support.
