Description
The General Services Administration - Public Buildings Service, Office of Program & Project Management, Capital Project Acquisition Delivery Division, will publish a pre-solicitation notice, and a request for proposals (RFP) for Design-Build teams for design and construction services for the Roofs and Elevators renovation project at the U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services (CMS) Headquarters in Woodlawn, Maryland.
The General Services Administration (GSA) intends to renovate portions of the Headquarters facility for the Centers for Medicare and Medicaid Services (CMS) in Woodlawn, MD. The CMS Headquarters facility consists of 4 buildings, North (N), South (S), Central (C), and Warehouse (W). The building was constructed from 1993 to 1995.
The general scope of the project includes renovation of all the roofs on campus (approximately 300,000 sq ft), and most of the elevators (6 passenger and 1 freight traction elevators in the Central Building, 6 passenger elevators and 1 freight hydraulic elevators in the South Building, and 1 Warehouse elevator).
The General Services Administration shall utilize the Two-Phase Design Build project delivery method, designed to provide taxpayers with outstanding and cost-effective federal buildings.
GSA has engaged a Construction Management firm who will complete a Design-Build RFP for the project. The contractor will be required to have the ability to successfully coordinate all of the trade/subcontractor work and complete this project within all applicable government guidelines governing the work.
This procurement will be solicited as a Total Small Business Set-Aside.
The applicable NAICS code is 236220, Commercial and Institutional Building Construction, and the small business size standard is $45 million.
Magnitude of Construction:
The order of magnitude for the contemplated acquisition is between $20,000,000 and $30,000,000.

The project estimated completion time is 410 days from notice to proceed.
The Government will issue a single solicitation covering both phases of the Two-Phase
Design-Build Selection Procedures set forth in FAR 36.3. In Phase 1 technical qualifications will be evaluated to determine which Offerors will submit proposals for Phase 2. Three (3) Offerors will be short-listed and invited to submit Phase 2 proposals. Those unsuccessful offerors participating in Phase 2 will be paid a stipend of up to $50,000 to offset the costs associated with the preparation of required conceptual designs.

A detailed Program of Requirements (POR) package is currently being developed and will be provided in the Phase 2 solicitation package.
A pre-proposal conference shall be held with information and logistics provided via SAM.gov at a venue to be determined later. Prior notification of attendance to this conference is mandatory.
