Empire State Development (ESD) is issuing a Supplemental Request for Qualifications (RFQ) to pre-qualify additional real estate legal counsel firms to supplement the existing list approved in 2025. The solicitation seeks law firms with expertise in real estate and land use law, including transactional, regulatory, and litigation matters related to acquisition, sale, leasing, development, financing, taxation, zoning, and related issues. The pre-qualified firms will be available for engagement on short notice for various economic development projects across New York State. Firms already pre-qualified in 2025 should not respond to this solicitation.
