The Department of Veterans Affairs (VA), through Network Contracting Office 15, is seeking nationwide hazardous and non-hazardous waste removal and disposal services for its Consolidated Mail Outpatient Pharmacy (CMOP) facilities. - Government Buyer: - Department of Veterans Affairs (VA), Network Contracting Office 15 (NCO 15), CMOP Contracting Office - Scope of Services: - Comprehensive collection, packaging, transportation, analysis, treatment, and disposal of: - Hazardous waste (including chemicals, pharmaceuticals, and lab packs) - Non-hazardous chemical waste - Universal waste (batteries, lamps, fluorescent bulbs) - Biohazardous waste (sharps containers) - Emergency spill response (24/7, 4-hour onsite response) - Annual on-site training for CMOP employees (DOT/IATA hazardous materials and manifest certification) - Contractor must provide all labor, supervision, equipment, containers, labels, documentation, waste manifests, transportation, and certified disposal facilities - Compliance with all federal, state, and local environmental and transportation regulations is mandatory - Products and Materials Requested: - Various drums (poly, fiber, steel; new, recycled, reconditioned) in multiple sizes (5, 30, 55, 85 gallons) - Flexbins (1 cubic yard, new and recycled) - Lab pack boxes (30 and 55 gallon, with poly liners) - Absorbent materials (poly absorbent, vermiculite) - Fluorescent bulb tubes (4ft, 100 bulb capacity) - Labor and Support Services: - Field technicians, chemists, safety officers, project managers, supervisors, designers, field engineers/scientists (including overtime and double time rates) - Box truck transportation and e-manifest fees - Locations (Place of Performance): - CMOP facilities in Leavenworth KS, Shawnee KS, Chelmsford MA, Tucson AZ, Lancaster TX, Murfreesboro TN (two addresses), Hines IL, and Ladson SC - Contract Structure and Requirements: - Firm-Fixed-Price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract - One base year with four one-year option periods (total of five years) - Set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS 562112 - Offerors must be certified SDVOSBs at time of offer and award - No specific OEMs or named vendors are identified in the solicitation

The Department of Veterans Affairs (VA), NCO 15, issues a solicitation for nationwide Hazardous and Non‑Hazardous Waste  Removal and Disposal Services in support of all Consolidated Mail Outpatient Pharmacy (CMOP) facilities. Services include the collection, packaging, transportation, analysis, treatment, and disposal of hazardous waste, non‑hazardous chemical waste, universal waste (including batteries and lamps), pharmaceutical waste (hazardous and non‑hazardous), lab packs, and biohazardous sharps containers. The contractor shall provide all labor, supervision, equipment, containers, labels, documentation, waste manifests, transportation, and certified disposal facilities in compliance with all applicable Federal, State, and local environmental and transportation regulations. Services will be performed at multiple CMOP sites located in KS, MA, AZ, TX, TN, IL, and SC. This requirement will be solicited as a Firm‑Fixed‑Price Indefinite‑Delivery Indefinite‑Quantity (IDIQ) contract with one base year and four option years. The procurement will be a 100% Service‑Disabled Veteran‑Owned Small Business (SDVOSB) set‑aside under NAICS 562112 (Hazardous Waste Collection). Offerors must be certified SDVOSBs at time of offer and award.
