The Town of Greenwich is seeking a qualified contractor to operate, maintain, and manage hauling, processing, and disposal services at the Holly Hill Resource Recovery Facility for a 10-year term, with two optional 5-year extensions. - Government Buyer: - Town of Greenwich, Office of the Purchasing Department - Scope of Work: - Operation and maintenance of the Holly Hill Resource Recovery Facility, including: - Transfer station building - Residential drop-off center - Scrap metal and bulky waste drop-off sites - Trailer loading ramp - Drop-off areas for asphalt, concrete, and street sweeping - Hauling, processing, and disposal of: - Municipal solid waste (MSW) - Single-stream recycling (SSR) - Organic waste (yard waste) - Bulky waste (construction and demolition) - Street sweeping material - Scrap metal and appliance refrigerant evacuation - Asphalt, concrete, and stone - Electronic waste, propane tanks, auto/marine batteries, tires - Plastic wrap, shredded paper, and food waste - Facility maintenance, repair, and landscaping - Staffing, safety management, and emergency response planning - Reporting and recordkeeping - Key Requirements: - Contractor must provide all trucks, trailers, drivers, and backup hauling capacity - Compliance with all local, state, and federal regulations and permits - Detailed staffing, equipment, and service fee proposals required - Annual service fee adjustments based on CPI and diesel fuel indices (capped at 5% per year) - Demonstrated experience in resource recovery facility operations - OEMs and Vendors: - No specific OEMs or manufacturers are named; the opportunity is open to qualified waste management contractors - Notable Locations: - Holly Hill Resource Recovery Facility, 99 Holly Hill Lane, Greenwich, CT (primary site) - Additional collection points at Living Hope Community Church, Round Hill Community Church, Cos Cob Park, and Binney Park - Period of Performance: - 10-year base contract, with two 5-year extension options by mutual consent - Proposal validity: 180 days after submission - Evaluation Criteria: - Experience, qualifications, proposed approach, service fee, and past performance

Description

The Town of Greenwich is soliciting proposals from experienced waste management contractors for the operation and maintenance of the Holly Hill Resource Recovery Facility. The selected contractor will provide hauling and waste management services, including managing the transfer station, residential drop-off center, scrap metal and bulky waste sites, and other related areas. Proposals will be evaluated based on documentation, experience, approach, service fee proposal, and past performance.
