The U.S. Air Force is seeking a contractor to provide smoke oils, engine oils, and related flight line services for the 2026 Great Texas Airshow at Joint Base San Antonio (JBSA) Randolph. - Government Buyer: - 502d Contracting Squadron, Air Education and Training Command, Department of the Air Force - Place of performance: JBSA Randolph, with contracting office at JBSA Lackland - OEMs and Vendors: - No specific OEMs or vendors are mandated, but several branded products are specified (e.g., Aeroshell, Phillips, Radcolube, Royco, Mobil) - Products Requested: - Smoke oils (including Aeroshell Smoke Oil 5W416) - Engine oils (W-120 Aeroshell, W-100 Plus Aeroshell, XC 25W-60 Phillips) - Turbine oils (Radcolube 6081 mil spec 1010, Royco 808, Mobil Jet II) - Hydraulic fluid (MIL-H-5606) - Quantities include: - 1,320 gallons Aeroshell Smoke Oil 5W416 for USAF Thunderbirds - 275 gallons Aeroshell Smoke Oil 5W416 for Civilian Performers - 220 gallons W-120 Aeroshell (pumped) - 55 containers W-120 Aeroshell (1.32 gallons each) - 12 quarts W-100 Plus Aeroshell - 30 containers XC 25W-60 Phillips (2.5 gallons each) - Additional smaller quantities of turbine oils and hydraulic fluid - Services Requested: - Flight line support including provision of oils, additives, and delivery equipment (compressors, pumps) - Provision of an A&P mechanic for minor aircraft repairs - Rental cars and lodging for event support personnel - Environmental cleanup and coordination with Airshow staff - Unique/Notable Requirements: - All oil and fluid quantities include a 25% contingency overage - Delivery of smoke oil required by the day before the event - Vendor must be registered under NAICS 324199 - Invoicing due after the event; reimbursement for rental cars and lodging per GSA rates - Environmental cleanup and minor aircraft repair support required - Coordination with Airshow staff and product consumption billing - Locations: - Main place of performance: JBSA Randolph (San Antonio, TX) - Contracting office: JBSA Lackland (San Antonio, TX) - Additional delivery location: Harlingen, TX

Description

1.  The 502d Contracting Squadron, 1655 Selfridge Avenue, Joint Base San Antonio (JBSA) Lackland, TX, is issuing a solicitation for commercial services prepared in accordance with (IAW) Revolutionary FAR Overhaul (RFO) 12, as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quote (RFQ) No. FA301626Q7061 IAW the Revolutionary Federal Acquisition Regulation Overhaul (RFO).

. The vendor shall provide a quote indicating the unit price for each item under the “required items” section, and the total extended price. In addition, please fill out the above schedule in section 4.
