This opportunity involves the U.S. Navy and Marine Corps at Camp Lejeune seeking comprehensive replacement and repair of Bachelor Enlisted Quarters (BEQ) room entry door locks across multiple buildings.

• Products/Services Requested:

  • Replacement of existing locksets with new swipe locks compatible with VingCard Signature RFID systems for 36 BEQ buildings (plus additional work in 31 and 32 buildings per line items)
  • 36 new locksets for BEQ living area doors (VingCard Signature RFID compatible)
  • 4 spare RFID locksets
  • 2 service terminals and 2 RFID contact cards
  • 1 front desk system (computer, monitor, Ving Vision software, RFID encoder)
  • 1,500 resident RFID cards (1K)
  • 100 staff RFID cards (4K)
  • Keying system with master, grandmaster, and sub-master keys (4 per room, labeled)
  • 1 key cabinet for BEQ PP2
  • Bit lists, cores, and matching keys for 31 BEQs
  • Services:
  • Training and system setup (3-day training, database build, system installation)
  • One-year warranty and 24-hour phone support
  • Lock replacement service (including moving furniture, minimal operational disruption)
  • Environmental compliance services (training, hazardous waste disposal, contingency planning, inspections)
  • Work on 32 specific buildings (each with a dedicated line item)

• Unique or Notable Requirements:

  • All locksets must be compatible with VingCard Signature RFID systems and support WiFi remote unlocking
  • Keying system must include master, grandmaster, and sub-master keys, all labeled as government property
  • Contractor must provide environmental compliance, hazardous waste management, and training per base requirements
  • Minimal interference with ongoing facility operations is required; contractor responsible for moving furniture
  • Buy American construction material compliance is mandatory
  • One qualified individual may serve as superintendent, quality control manager, and safety & health officer

• Place of Performance:

  • All work will be performed at Marine Corps Base Camp Lejeune, North Carolina, with specific work in multiple BEQ buildings and government offices on base
