The Department of Defense Education Activity requires vendor-hosted secondary-level social studies standalone databases that have the following characteristics:

Commercial-off-the-shelf (COTS) digital library content/database that supports our secondary level social studies curricula, including AP social studies courses.

Accessibility of all online electronic resources throughout the school building and from remote locations.

Have product licensing based on a per-student/staff model. Products shall be licensed for all students/staff. Note: DoWEA will not accept a site-based or per-building licensing model.
