THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office (Code 400), hereby provides notice of its intent to award a sole-source firm fixed price service contract to NORTH COAST ELECTRIC CO. The contract is expected to be awarded under FAR 12.102(a), Restricting Competition from the FAR Overhaul. A Justification and Approval for Other Than Full and Open Competition has been prepared. Period of performance: All classes and the assessment shall be completed within 63 days after contract award.
INTENT TO SOLE SOURCE - This is a non-personal services contract to provide Rockwell Automation Allen Bradley Programmable Logic Controller (PLC). Human Machine Interface (HMI), and ControlLogix training. The objective is for PSNS & IMF engineers and technicians to learn how to program Rockwell Automation Allen Bradley brand PLCs and HMIs using Rockwell Automation training. The classes shall be provided by a Rockwell Automation authorized distributor and hosted with an instructor at PSNS & IMF.
North Coast Electric CO. is the sole authorized provider of the Rockwell Automation Allen Bradley Programmable Logic Controller (PLC). Human Machine Interface (HMI), and ControlLogix training in the local area. Currently, there are no alternative authorized schedule of contractors that offer comparable training that utilizes the same approach in the local area in accordance with Rockwell Automation’s authorized distributor list.
The North American Industry Classification System (NAICS) has been determined to be 611420, Computer Training, with a NAICS size standard of $16M. The Product Service Code for this acquisition is U012 Education/Training- Information Technology/Telecommunications Training. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES; no solicitation or RFQ will be forthcoming. However, interested parties may identify their interest and capability to respond to this requirement no later than 24 April 2026 at 9:00 AM Pacific Time.

A determination to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
PSNS & IMF Contracting Office (Code 400) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.
