EPA Approval of Ohio SIP Revisions for RACT at Major Cleveland Area Industrial Sources

This EPA action proposes approval of Ohio's State Implementation Plan (SIP) revisions for Reasonably Available Control Technology (RACT) at major industrial sources in the Cleveland, Ohio nonattainment area: - Government Buyer: - Environmental Protection Agency (EPA), Region 5, Air and Radiation Division - OEMs / Regulated Entities: - Lubrizol - Henkel - Cleveland-Cliffs Cleveland Works - Products/Services Requested: - No products or commercial services are being procured; this is a regulatory approval for site-specific air pollution controls - RACT implementation at Lubrizol (chemical manufacturing): submerged filling, thermal oxidation (>98% VOC control), and existing emission controls - RACT implementation at Henkel (adhesives/sealants): low-VOC materials, condenser systems (85% VOC reduction), and permit-based controls - RACT for Cleveland-Cliffs Cleveland Works (steelmaking): low-NOX burners, operational limits for furnaces, VOC controls (oil demister, BAT limits), and good engineering practices - Unique/Notable Requirements: - Incorporation of specific permit provisions into the SIP for each facility - Requirement for updated RACT studies if emission thresholds are exceeded - EPA finds additional controls are technically or economically infeasible; current controls meet RACT - Places of Performance: - Lubrizol facility in Painesville, OH - Henkel facility in Mentor, OH - Cleveland-Cliffs Cleveland Works in Cleveland, OH - Broader Cleveland nonattainment area (Cuyahoga, Geauga, Lake, Lorain, Medina, Portage, Summit counties) - Period of Performance: - SIP maintenance plan extends through 2038; key permit effective dates in late 2025 and early 2026

Description

The Environmental Protection Agency (EPA) is proposing to approve source-specific State Implementation Plan (SIP) revisions submitted by Ohio. These revisions address major source volatile organic compound (VOC) and nitrogen oxide (NOX) reasonably available control technology (RACT) requirements for the Cleveland, OH Moderate nonattainment area under the 2015 ozone National Ambient Air Quality Standard (NAAQS). The affected facilities include Lubrizol, Henkel, and Cleveland-Cliffs Cleveland Works. If finalized, this action will satisfy the moderate RACT requirements for the Cleveland nonattainment area under the Clean Air Act with respect to the 2015 ozone standard.
