ATF Seeks Portable Seismograph Systems and Monitoring Services for Redstone Arsenal

This opportunity involves the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) National Center for Explosives Training and Research (NCETR) seeking portable seismograph systems and related monitoring services for use at Redstone Arsenal, Huntsville, AL. - Government Buyer: - Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), National Center for Explosives Training and Research (NCETR) - Contracting managed by ATF Acquisitions Office, Washington, DC - Products and Services Requested: - Three (3) portable seismograph systems - Must include: microphone rated to 148 dB, triaxial geophone, security enclosure with solar panel and voltage regulator, cellular modem with cables and antenna, power and communication splitter cables - Must meet ISEE seismograph standards for 2031 - Annual monitoring service for each unit - Remote data access, email notifications for events exceeding limits, data exportable to Excel and PDF - Technical assistance for hardware, software, and data interpretation - Annual calibration service (with 10-day turnaround and loaner units available) - Optional installation service or detailed installation instructions - Unique or Notable Requirements: - All equipment must support remote monitoring and alerting - Annual calibration with quick turnaround and loaner units - Compliance with ISEE seismograph standards - SBA set-aside; no specific OEMs or part numbers specified - Place of Performance: - Redstone Arsenal, Huntsville, AL (including Capano Range, McKinley Range, and Corkern Range) - Period of Performance: - One-year base period with four one-year option periods (up to 5 years total)

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. This is a Request for Proposals (RFP) and the solicitation document, and incorporated provisions and clauses are those in effect through (FAC) 2026-01.  The solicitation number associated with this combined Synopsis/Solicitation is # 15A00026R00000056.

All questions regarding this solicitation shall be submitted in writing and sent via email to Brian.Wilkins@atf.gov and shall reference the Solicitation 15A00026R00000056. All questions shall be received by 5:00PM EST on April 16, 2026. Questions received after the stated time and date will not be addressed. Telephonic requests or inquiries will not be accepted.

All proposals are due on April 27, 2026, at 5:00PM EST and sent via email to Brian.Wilkins@atf.gov and shall reference the Solicitation 15A00026R000000565 proposals received after the stated date and time will not be accepted or evaluated.
