The State of Minnesota is seeking proposals for a modernized, cloud-based education data management system to support K-12 and early education data needs. - Government Buyer: - Minnesota Department of Information Technology Services (MNIT), in partnership with the Minnesota Department of Education (MDE) - Products/Services Requested: - Design, implementation, hosting, operation, security, and support of a modernized education data management system delivered as a Software as a Service (SaaS) solution - Includes all software, professional and technical services, managed service provider operations, data pipeline, data validation, data hub warehouse, EdFacts reporting modernization, and operational support for legacy systems - Single lot covering full implementation and ongoing SaaS services - OEMs and Vendors: - No specific OEMs or vendors are named; opportunity is open to all qualified providers - Unique or Notable Requirements: - Cloud solution preferred on Microsoft Azure, but not mandated - Compliance with FERPA, State of Minnesota security policies, and GovRAMP or FedRAMP Moderate Impact Level for cloud services handling high-risk data - Strong emphasis on information security, accessibility, and support for diversity and inclusion goals, including small and diverse businesses - Place of Performance and Delivery: - Primary delivery location is the Minnesota Department of Education, 400 NE Stinson Blvd, Minneapolis, MN 55413-2614 - Period of Performance: - Initial contract term anticipated for two years with option to extend up to three additional years

Description

The Minnesota Department of Information Technology Services (MNIT), in partnership with the Minnesota Department of Education (MDE), is soliciting proposals for a modernized education data management system. The system should support data interoperability, management, user experience, and system support, and be vendor-managed on a cloud platform. The vendor will be responsible for designing, implementing, hosting, operating, securing, and supporting the system. Proposals must be submitted electronically through the SWIFT Supplier Portal by May 7, 2026.
