Combined Synopsis Solicitation West Haven VAMC - ELECTRICAL REPAIRS AND BREAKER REPLACEMENT

(i) Overview This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation Details The solicitation number is 36C24126Q0414 and it is issued as a request for quotation (RFQ).

(iii) Regulatory Information The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-04.

(iv) Set-Aside Information This requirement is being issued as a VOSB/SDVOSB set-aside. The associated NAICS code is 238210 with a small business size standard of $16.5 million.

(v) Award Details The Government intends to award a firm-fixed price contract for ELECTRICAL REPAIRS AND BREAKER REPLACEMENT at West Haven VAMC. Please see the attached Performance Work Statement for full requirement details. Complete the Price Schedule below and submit it with your quote.

(vi) Scope of Work The Contractor shall provide all resources necessary to perform ELECTRICAL REPAIRS AND BREAKER REPLACEMENT in accordance with the attached Performance Work Statement (PWS). Full details are included in the PWS document.

(vii) Place of Performance The work will be performed at West Haven VAMC as described in the PWS.

(ix) Evaluation Criteria Evaluation will be based on FAR Part 13.106-2(b) — Evaluation of Quotations or Offers. The factors include: Price: Complete Attachment 1 - Price Schedule with proposed prices. Past Performance: Use Attachment 2 to provide references of similar work. Technical Capability: Demonstrate experience and approach to meet all requirements in the PWS, including technician qualifications.

(x) Submission Instructions Quotes must be received by April 17, 2026, at 10:00 AM EST. Submit electronically via email to tnauri.woodbridge@va.gov. Questions must be submitted in writing via email by April 14, 2026, at 12:00 PM EST.

(xi) Additional Requirements Complete and submit the provision at 52.212-3, Offeror Representations and Certifications, via SAM.gov. Include applicable clauses and certifications as specified. Register in SAM and VISTA systems prior to award.
