This opportunity involves perimeter security enhancements at the U.S. Consulate General Karachi: - Government Buyer: - U.S. Department of State, U.S. Consulate General Karachi, GSO-Procurement & Contracting Office - Products and Services Requested: - Supply of approximately 3000 meters of high-tensile SS304 stainless steel blade razor concertina wire coils (24-inch diameter, 3mm thickness, electrophoretic paint coating) - Metal supports (Y or 45-degree angled) for wire installation - Installation services for two-tier razor wire system along the compound boundary wall - Quantities: - 3000 meters of razor wire coils (installed in two tiers, covering 1500 meters of wall) - Metal supports as required for full installation - Unique or Notable Requirements: - All materials must meet specified quality and safety standards (SS304 stainless steel, electrophoretic paint coating) - Installation must comply with U.S. Consulate safety and security protocols - Contractor must coordinate with Consulate officials and complete work within 30 calendar days after notice to proceed - Pre-construction conference and schedule submission required within 10 days of award - Proof of SAM registration and completion of solicitation forms required - No specific OEMs or brands are mandated; open to qualified suppliers meeting technical specifications.

Description

Enclosed is a Request for Quotation (RFQ) for Provision of services for Supply and Installation of Concertina Razor Wire at US Consulate General Karachi. If you would like to submit quotation, follow the instructions in Section 3 & 4 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1442 that follows this letter. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Consulate intends to conduct a pre-quotation site visit on April 16th, 2026, at 11:00am (Pakistan standard time). Only two persons from each firm may participate in the pre-proposal site visit. Following the site visit all relevant questions must be submitted no later than COB 20th April 2026

Quotations are due by April 27th, 2026, 15:00Hrs (Pakistan standard time). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Bids must be submitted electronically to Krcprocurementcontracting@state.gov. It is important to make sure the submission is made in Adobe Acrobat (pdf) file format not to exceed 30MB. If the file size should exceed 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.
