Fermilab Solicits Asphalt Overlay and Roadway Reconstruction Services for Batavia, IL Campus

Fermi National Accelerator Laboratory (Fermilab), managed by the Department of Energy through Fermi Forward Discovery Group, LLC (FFDG), is seeking subcontractor proposals for major asphalt overlay and roadway reconstruction projects at its Batavia, Illinois campus. - Government Buyer: - Department of Energy (DOE), Fermi Forward Discovery Group, LLC (FFDG), Fermi National Accelerator Laboratory - Key contacts: Gina M. Kern (Procurement Specialist/Administrator), FFDG Construction Management Office - Scope of Work: - Asphalt overlay, milling, and full replacement of roadways (Pine Street, Pine Crossover Road, Giese Road, Kautz Road) - Includes base and optional scopes for inbound/outbound lanes, patching, overlays, and culvert replacement - Application of prime (tack) coats, thermoplastic pavement markings (yellow/white lines, stop bars), and traffic control - Erosion and traffic management, quality control, safety, and environmental compliance - Subcontractor must provide all labor, materials, equipment, transportation, bonding, insurance, and supervision - Quantities and Technical Details: - Milling and overlay: Base scope ~12,555 sq yd; Option 1 ~6,530 sq yd; Option 2 ~6,515 sq yd - Prime coat: ~5,700 lbs (base), ~3,000 lbs (each option) - Pavement markings: ~5,400 linear feet (base), ~2,560–2,585 linear feet (options) - Thermoplastic stop bars: ~35 linear feet - Notable Requirements: - All work must be completed by September 30, 2026 - Pre-proposal site visits required; strict adherence to safety, insurance, bonding, and wage standards - Subcontractor responsible for all resources; no materials furnished by Fermilab - Traffic control must maintain safe access for employees and visitors - Progress reporting and key personnel approval required - OEMs and Vendors: - No specific OEMs, brands, or part numbers are specified; open to qualified highway construction contractors - Evaluation: - Full and open competition under NAICS 237310; Lowest Price Technically Acceptable (LPTA) evaluation - Place of Performance: - All work at Fermi National Accelerator Laboratory, Batavia, Illinois (Kirk Road & Pine Street, Wilson Street Gate, Lederman Science Center, Giese Road, Kautz Road)

Description

Fermi National Accelerator Laboratory (FNAL) is soliciting proposals providing Pine Street and Pine crossover road Asphalt Overlay w/options as defined in the Scope of Work.

The Subcontractor shall perform all work as described in the Statement of Work for the Pine Street and Pine crossover road Asphalt Overlay w/options and all exhibits.  All work shall include transportation, overhead, bonding costs, insurance, safety oversight, quality control oversight, and supervision as required to construct the project described in the scope of work and all exhibits.

A Pre-Proposal Meeting and Site Visit are scheduled for 09:30 AM, Central Daylight Time, April 15, 2026.  Participants should meet (email ginakern@fnal.gov to receive Procurement Point of Contact) at the entrance to the Fermilab Welcome and Access Center (FWAC) before being escorted to Pine Street Asphalt Overlay project site.  For Access to the National Lab, all subcontractors are required to submit their information at least 5 days prior to the date of the site visit for approval.  See RFP for detailed information.
