The U.S. Air Force at Offutt Air Force Base, Nebraska, is seeking a contractor to provide comprehensive meal support for the 49th Intelligence Squadron under a five-year Blanket Purchase Agreement (BPA). - Government Buyer: - Department of the Air Force, Air Combat Command, 55th Contracting Squadron (55 CONS/PKP), Offutt AFB, Nebraska - 49th Intelligence Squadron (49 IS) - Products/Services Requested: - Provision and delivery of breakfast, lunch, and dinner for approximately 40-50 Traditional Reservists during bi-monthly four-day Inactive Duty Training (IDT) and Unit Training Assembly (UTA) weekends - Meal options include standard, vegan, vegetarian, and gluten-free for all meal periods - Meals must be hot, ready-to-eat, grab-and-go, or reheatable, and meet Air Force nutritional and fitness standards - Packaging and labeling required for all meals - Unique or Notable Requirements: - Meals must be available 24/7 during winter operations (October through April) - Delivery required within specified 30-minute windows upon 15-day notice - Delivery location is the south side of Building 301D (Martin Bomber Building), Offutt AFB - Contractor must accept Government Purchase Card payments and provide itemized delivery tickets and invoices - BPA call limit of $25,000 and total BPA ceiling of $350,000 - 100% small business set-aside; offerors must be registered in SAM - OEMs and Vendors: - No specific OEMs or commercial food service vendors are named in the solicitation - Period of Performance: - Five-year ordering period, with annual pricing and BPA calls aligned to the fiscal year drill schedule - Place of Performance: - Offutt Air Force Base, Nebraska, primarily Building 301D and other designated locations on base

DESCRIPTION

The 49 IS has an ongoing requirement for the acquisition of meals for troops on IDT/UTA. 55 CONS is planning on awarding a BPA to 1 respective contractor to fulfill this requirement. The delivery of any or all, at differing quantities, of the following products must be available per order of these BPAs:

Breakfast Lunch Dinner Venga Breakfast Vegan Lunch Vegan Dinner Gluten Free Breakfast Gluten Free Lunch Gluten Free Dinner

The contractor must be able to deliver these items upon 15 day notice within specified 30 minute windows based on operational requirements. These items must be available for delivery twenty-four (24) hours per day, seven (7) days per week during winter operations (October – April yearly). Please see the Statement of Need (SoN) for more details on the scope of the proposed solicitation.

The total ordering period for these upcoming BPAs will be a five year ordering period from the date of award. Delivery will be made to Offutt AFB, Nebraska.

Offerors must be currently registered in the System for Award Management (SAM) and be a Small Business concern to be considered for award.
