The U.S. Army Corps of Engineers (USACE) is seeking a small business contractor to provide comprehensive Employee Assistance Program (EAP) and Work-life Services for its civilian workforce and their dependents. - Government Buyer: - U.S. Army Corps of Engineers (USACE), W4LD USA HECSA office, Alexandria, VA - KO Contracting Division, 7701 Telegraph Road, Alexandria, VA - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Products/Services Requested: - Employee Assistance Program (EAP) Services (counseling, assessments, referrals) - Critical Incident Support (on-site psychological first aid, crisis management, grief counseling) - Training and Wellness Programs (stress management, conflict resolution, resilience, educational seminars) - Work-life Services (child/elder care resources, legal/financial consultation, identity theft support) - 24/7 National Service Center and web-based resources - Program management, outreach, and promotional campaigns - Drug-Free Workplace Program support - Services to cover approximately 17,700 to 29,000 USACE civilian employees and their dependents - Unique or Notable Requirements: - 5-year Firm-Fixed-Price Single Award Task Order Contract (SATOC) - Staffed by qualified mental health professionals, legal, and financial advisors - Confidentiality, security clearances, and compliance with federal regulations required - Services available nationally and internationally, with both in-person and telephonic options - Unlimited management consultation and up to six counseling sessions per issue - Emphasis on rapid response for critical incidents and robust outreach/education - Place of Performance: - Primarily at contractor's facilities, with services delivered to USACE civilian locations nationwide; on-site support as needed for emergencies
