The U.S. Merchant Marine Academy (USMMA), part of the Department of Transportation's Maritime Administration, is seeking a qualified contractor for comprehensive event setup and support services for its 2026 and 2027 Graduation Commencement and BBQ events at Kings Point, NY. - Government Buyer: - U.S. Department of Transportation, Maritime Administration, U.S. Merchant Marine Academy Procurement Office - Scope of Work: - Full-service event setup and teardown for graduation and BBQ events, including labor, materials, transportation, tools, equipment, and supervision - Coordination with media providers and inventory management - Inclement weather contingency planning and execution (including relocation to Ackerman Auditorium) - ADA compliance, diploma logistics, and post-event cleanup (including magnetic sweeping) - Products and Equipment Requested: - Seating: Up to 1,600–2,100 folding plastic chairs, 100–160 black Windsor-style wooden chairs - Tents: Multiple sizes (50x80 ft, 30x30 ft, 10x10 ft, 96x40 ft wing, 20x50 ft angled-roof, cooling station tent) - Tables: 8-foot and 6-foot rectangular, 60-inch round with umbrellas, and others - Staging: Main stage (40x56 ft, 2-tier), stage package (curtains, tables, décor), elevated camera platforms - Audio/Visual: Engineered outdoor audio system, microphones, teleprompters, lighting, media/broadcast support, quiet generator, press audio distribution - Fencing: 200 linear feet of decorative temporary fencing - Safety: Site protection, rails, cable ramps - Services Requested: - Technical support for audio, lighting, teleprompters, and media/broadcast systems - Logistics support personnel for staging, placement, and movement - Diploma handling and logistics - Post-event cleanup and inspection - Unique/Notable Requirements: - Experience in large-scale event coordination and media collaboration - All equipment must be clean, undamaged, and ADA compliant - Redundant power and audio systems for reliability - Strict adherence to Service Contract Act Wage Determination (SCA 2015-4157) - Small business set-aside - OEMs and Vendors: - No specific OEMs or brands are mandated; equivalent products are acceptable - Place of Performance: - U.S. Merchant Marine Academy, 300 Steamboat Road, Kings Point, NY 11024 - Ackerman Auditorium and Tomb Field (for inclement weather and specific event activities)

Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

The Solicitation number is 6923G226Q000005 and is issued as a Request for Quotation (RFQ) for the United States Merchant Marine Academy (USMMA) commencement activities support. The combined synopsis/solicitation will result in a firm, fixed-price Purchase Order (PO)/contract.

The USMMA is seeking a qualified and experienced contractor to provide labor, parts, material, transportation, tools, equipment and supervision to provide Graduation Event Setup and Teardown for all scheduled activities. In addition, the contractor shall deliver: Approximately 2,100 folding plastic chairs, two (2) tents (50ftx80ft & 30ftx30ft), one (1) 10ftx10ft tent, forty (40) 8-foot tables, ten (10) 6-foot tables, twelve (12) 60-inch round tables with umbrellas, 40 feet deep by 56 feet 2-tier Stage, four (4) rectangular tables. In addition, to providing lighting, power & media items with two (2) elevated camera platforms. To include all other commencement support (i.e. audio/video, display and staging items) in accordance with the Statement of Work (SOW).

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. All responsible small business sources may submit a response which, if timely received, will be considered by the agency.

The associated North American Industrial Classification System (NAICS) code for this procurement is 532490 for Other Commercial and Industrial Machinery and Equipment Rental and Leasing with dollar threshold below $40 Million. Offers received from firms that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-6 Notice of Total Small Business Set-Aside which applies to this solicitation).

All questions are due at 12PM Eastern Standard Time (EST) on April 17th or 48-hours after the last site-visit date, tentatively scheduled for 4/15/2026 at 10AM-EST. Quotation deadline are due by April 24, 2026 at 1PM-EST via electronic mail (e-mail). Offerors are advised that they are responsible for all solicitation documents and acknowledging any amendments, and should re-visit this website periodically to check for any changes to this notice, updates, or amendments without further notice from the USMMA.

All quotes will be evaluated based on cost as the lowest price, technically acceptable (LPTA). The Government will evaluate offers for award purposes based on an acceptable/unacceptable basis to determine if the quoter meets the requirements described in the SOW and past performance of similar size, scope and complexity.
