Sources Sought Notice 19INLE26I0019 - INL Guatemala Video Spectro Comparator (PCS: 6665; NAICS: 334516) Background: INL-G requires the purchase of the Foster + Freeman VSC 9000, or an equivalent document examination workstation, for the Documents Laboratory of the National Institute of Forensic Sciences of Guatemala (INACIF). This purchase will accelerate forensic document examination and support the unit’s mission to improve the speed and accuracy of forensic evidence processing related to forged currency, documents, visa fraud, among other areas that will impact FTO and Anti-money laundering investigations. Notice Purpose: This Sources Sought notice is issued for planning market research purposes only, and does not constitute a solicitation for proposals, offers, bids, or quotes. It is not an announcement of a forthcoming solicitation, nor does it imply any commitment by the Government to award a contract. Responses will help identify existing technologies, potential sources, and determine if a Small Business set-aside is appropriate. The notice also seeks to determine if delivery of the equipment can be made within 45 days of a potential award. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. Responses will not be returned. See attached Annex A for full technical specifications. Training: Conduct on-site training in Spanish for Document Laboratory experts on equipment handling and operation, including hardware and software. Training conducted by qualified personnel with experience in forensic document examination systems; trainer resumes required. Coordinate training with INACIF’s Training Department and Laboratory Head. Target: 40 personnel divided into two groups of 20, with two 8-hour sessions per group, totaling 16 hours each. Content includes equipment overview, software management, practical operation, fault detection, and common issues. Provide course evaluations, completion certificates, and a post-training report. Maintenance: Base year plus four option years. Support Center: End-user and technical support via phone and email, including a 24/7 Spanish hotline with callback within 1 hour. Inspection and Acceptance: The Contractor shall deliver products as per specifications and perform pre-delivery inspections. Final acceptance occurs upon arrival at the INL Warehouse. Incomplete or defective items must be reported immediately for replacement. Payment will be made after satisfactory inspection and acceptance. Equipment must conform exactly to technical specifications. If items do not meet specifications, INL will return them at no cost, and the vendor shall replace them at no transportation cost. All reports and deliverables will be inspected and accepted within a reasonable timeframe.
