The Department of Veterans Affairs, Network Contracting Office 23, is seeking urgent and non-emergent ground ambulance transport services to support the Nebraska-Western Iowa (NWI) VA Health Care System and associated clinics across Nebraska, Iowa, Kansas, Missouri, and additional Midwest locations. - Government Buyer: - Department of Veterans Affairs, Network Contracting Office 23 - Omaha VA Medical Center and multiple Community-Based Outpatient Clinics (CBOCs) - Products/Services Requested: - Ground ambulance transport services, including: - Basic Life Support (BLS) emergency and non-emergency (CPT A0429, A0428) - Advanced Life Support (ALS) Level 1 and Level 2, emergency and non-emergency (CPT A0427, A0426, A0433) - Specialty/Critical Care Transport (SCT/CCT) (CPT A0434) - Extra ambulance attendant (lift assist) (CPT A0424) - Oxygen and oxygen supplies (CPT A0422) - Ambulance waiting time (CPT A0420) - Ground mileage (CPT A0425) - Estimated annual quantities: - 15 SCT trips - 300 ALS Level 1 non-emergency trips - 675 ambulance waiting hours - 18,500 ground miles - Unique/Notable Requirements: - 24/7 availability for all service levels - Strict personnel qualifications and vehicle standards - Adherence to COVID-19 protocols - Coverage for a wide geographic area including VA medical centers, CBOCs, and regional airports - No specific OEMs or ambulance manufacturers are named; the requirement is for service provision, not equipment purchase.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a solicitation conducted using FAR Part 13 (Simplified Acquisition Procedures). This announcement constitutes the only solicitation, quotes are being requested. Solicitation number 36C26326Q0548 is issued as a request for quotes (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-26 10/01/2025.

This procurement is unrestricted.

Prospective offerors must be registered and current in the System for Award Management (SAM) database at time of offer to the Government (https://www.sam.gov)

Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 621910 and the size standard is $22.5 million. A list of the contract line items, quantities, and units of measure are listed within the attached solicitation documentation.

The VA anticipates one firm fixed price contract award to provide services to NWI VA Health Care System, 4101 Woolworth Ave, Omaha, NE 68105.

FAR provisions 52.212-1, 52.212-2, and 52.212-3 apply to this procurement and are detailed within the attached solicitation document.

Additional requirements are listed within the attached solicitation document. The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.
