THE UNITED STATES COAST GUARD JUNEAU HOUSING
REQUEST FOR INFORMATION / OPPORTUNITY TO
DIRECT LEASE NEW CONSTRUCTON HOUSING WITH THE POTENTIAL FOR EVENTUAL ACQUISITION
THIS REQUEST FOR INFORMATION (RFI) is issued in accordance with Federal Acquisition Regulations (FAR) 15.201(d) & (e). This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary and is subject to change if, and when, a solicitation is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a competitive solicitation is released, it will be synopsized on the System for Award Management (SAM.gov) website. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI, or future solicitations though the Coast Guard will advertise the solicitation to the best of its ability to ensure thorough distribution.
BACKGROUND
The United States Coast Guard (USCG) is considering use of leasing authority provided by 10 USC 2835, leasing with an option to purchase, for housing needs identified in Juneau, Alaska. A Direct Lease with the option to purchase is a form of acquisition that allows the USCG to enter into a Construction Agreement. The USCG will utilize these units for eligible CG personnel and family members who are stationed in the local area. The USCG expects to enter into a lease prior to the start of construction with lease implementation commencing once the homes have been cleared for occupancy.
PROJECT SCOPE/DELIVERABLES
USCG is seeking:
Sixty-one (61) housing units composed of the following:
Twenty-seven (27) three-bedroom units[MM1]
Twenty-one (21) four-bedroom units
10% of three-bedroom and four-bedroom units must meet the Americans with Disabilities Act (ADA) family housing guidelines
Ten (10) two-bedroom units
Three (3) one-bedroom units
All interested builders and developers are encouraged to provide the availability of their offerings. Eligible properties must adhere to all local, state, and federal codes/standards. The USCG prefers that all housing units be co-located within a single subdivision integrated within a larger community, however the USCG will consider alternatives. The Lease would be for One year with up to Four option years to extend the lease term. The expectation is the option to purchase would be executed during the second year of the lease. The lease would be at full market rate along with each extension.
PROPERTY IDENTIFICATION CRITERIA
Once USCG has had an opportunity to utilize the homes and confirm they meet the operational needs it will begin processing the option to purchase.
Additional Criteria Include:
Information should include the developer’s ability to expand the number of Coast Guard homes to one hundred thirty (130).
The property/unit must comply with Housing Quality Standards established by Housing and Urban Development, and all utilities, appliances, and other furnishings must be functional.
The property must be located within 15-20 miles of support services, such as accessible public transportation, schools, fire and emergency services, grocery stores, etc.
Information should include floor plans, room types, square footage, amenities, upgrade options, electrical specs, plumbing specs and any potential disclosure requirements.
All housing units should be contiguous to each other within the housing development and include easements for access to supporting utilities and roadways.
Information may include a day care center and/or recreation center as possible ideas to support USCG personnel.
The USCG prefers that all housing units be co-located within a single subdivision integrated within a larger community, however the USCG will consider alternative options.
The USCG will consider options that do not supply all housing needs. To include awarding to multiple solicitors.
POTENTIAL COORDINATION WITH THE CITY AND BOROUGH OF JUNEAU (CBJ)The City and Borough of Juneau has identified opportunities on their available land that may assist with satisfying the Coast Guard’s housing needs mailto:lands_office@juneau.gov, however, there is no requirement from the USCG for responders to coordinate with CBJ or submit responses that include the use of CBJ land. The USCG will consider all responses to this RFI that can meet our requirements.
