This opportunity seeks industry feedback for the next-generation TRICARE Pharmacy Program (TPharm6) contract, which will provide pharmacy benefits administration for approximately 9.5 million Uniformed Services members and beneficiaries. - Scope of Work: - Administration of TRICARE Pharmacy Benefits Program, including claims adjudication, retail pharmacy network management (minimum 35,000 pharmacies), mail order pharmacy operations, specialty agent dispensing, clinical reviews, beneficiary support, and coordination with Military Treatment Facilities (MTFs) and other federal pharmacies - 24/7 claims processing and adherence to DoD Uniform Formulary - Prior authorization and medical necessity reviews - Comprehensive beneficiary education and outreach - Performance Guarantees & Incentives: - Mail order prescription processing within 10 business days - Claims processing system availability at 99.9% - Clinical review processing within 3 days - Telephone service response within 60 seconds - Quarterly and annual claims accuracy reviews - Cost control incentives based on drug pricing and dispensing fees - Market Priced Pharmaceutical Program (MPPP) incentive for cost savings - Requirements: - Organizational conflict of interest mitigation - Communication standards for beneficiary and provider outreach - Formulary search tool corrections and benefit design accuracy - Industry Engagement: - Vendors are invited to review draft Statement of Work and Special Contract Requirements - Submit questions, comments, and feedback by email - Opportunity for one-on-one meetings with DHA - Place of Performance & Delivery: - Services cover all 50 US states, DC, Puerto Rico, US Virgin Islands, Guam, Northern Mariana Islands, American Samoa - Includes Military Treatment Facilities in the US and overseas - Delivery to APO, FPO, and DPO addresses - No specific OEMs, products, or part numbers are listed; focus is on pharmacy benefit administration services.

Description

The Defense Health Agency (DHA) is in the acquisition planning phase for the next generation TRICARE Pharmacy Program (TPharm6) contract. These draft documents are provided for industry’s feedback and refinement. The Government invites qualified vendors to submit feedback and questions on the following draft documents:

Section C, Statement of Work Section H, Special Contract Requirements

The DHA will facilitate one-on-one meetings with industry to gather additional feedback and answer questions related to the draft documents in the summer of 2026. Please follow the instructions below to request a one-on-one meeting and to submit questions, comments, or general feedback.

Comments and questions specific to Section C and Section H must be submitted no later than May 11, 2026 at 12:00PM Mountain Time to dha.buckley.AD-SPT-CAE.mbx.tpharm6@health.mil.  Include in the email subject line the following: Your Company Name and Draft Documents Response.

One-On-One Meetings: Requests for a one-on-one meeting with the DHA related to TPharm6 can be made using the link - https://forms.osi.apps.mil/r/zBn9EyRm0g.  The request for one-on-one meeting attendance must be submitted no later than May 11, 2026 at 12:00PM Mountain Time.
