The Department of Veterans Affairs is seeking a contractor to install a medical air compressor system to support seven new EndoDry cabinets at the Dayton VA Medical Center. - Government Buyer: - Department of Veterans Affairs, Network Contracting Office 10, Battle Creek VA Medical Center - Place of performance: Dayton VA Medical Center, 4100 West 3rd Street, Dayton, Ohio, Buildings 330 and 310 - Scope of Work: - Install a medical air compressor in the basement of building 330-BC120 - Pipe medical air to six EndoDry cabinets in Digestive/Endoscopy and one in Operating/Surgery sections (total of seven cabinets) - Ensure compressor provides adequate airflow to all cabinets - Minimize disruption to patient care during installation - Requirements: - Set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) - Contractor must comply with SBA certification and nonmanufacturer rule requirements - Work must be completed within 120 days from Notice to Proceed, during normal business hours - OEMs and Vendors: - No specific OEMs or part numbers are mentioned in the solicitation - Unique/Notable Requirements: - Project is a 100% SDVOSB set-aside - Installation must not disrupt patient care - All work to be performed during standard business hours, excluding federal holidays unless approved

Description

Description:   The Dayton VA Medical Center (VAMC) requires comprehensive services to prepare the site with med air for the installation of six (6) new EndoDry cabinets in the Digestive/Endoscopy section and one (1) new EndoDry cabinet in the Operating/Surgery section, totaling seven (7) cabinets that will be installed through a follow-on contract. The contractor will install a suitable medical air compressor capable of supplying the required airflow to all cabinets. The compressor will be located in the basement of building 330-BC120, with medical air piped to the cabinet locations. The Contractor shall perform this service in a manner that will minimize disruption to patient care services. Work to be performed at the Dayton Veterans Affairs Medical Center located at 4100 West Third Street, Dayton, Ohio 45428, Buildings 330 and 310. The work shall be completed within 120 days from the Notice to Proceed (NTP). All work shall be conducted during normal business hours (Monday to Friday, 0700-1700), excluding federal holidays, unless prior approval is obtained from the CO.
  Definitization of Equitable Adjustments:   When/if change orders are issued under the resulting contract, they will be issued under the following authority(s):

FAR 52.243-4, Changes (JUL 2025) (Deviation), FAR 52.243-5, Changes and Changed Conditions (JUL 2025) (Deviation), and VAAR 852.243-70, Construction Contract Changes Supplement (SEP 2019).   The agency will following the procedures located at FAR 43, VAAR 843 and VAAM M843. The Contracting Officer will make the final decisions for items not addressed by regulation or policy.   The agency's past performance, for the prior 3 fiscal years, regarding the time required to definitize equitable adjustments for change orders under construction contracts will be posted as soon as it is available.   This procurement is 100% set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) socio-economic concerns.   At the time of submission of offers/quotes, and at the time of award of any contract, the offeror must represent to the contracting officer that it is a SDVOSB eligible under this subpart, small business concern under the North American Industry Classification System (NAICS) code assigned to the acquisition and certified SDVOSB listed in the SBA certification database at https://search.certifications.sba.gov.   A joint venture may be considered eligible if it meets the requirements in 13 CFR part 128, and the managing joint venture partner makes the representations. To receive a benefit under the Veterans First Contacting Program, an otherwise eligible SDVOSB certified pursuant to 13 CFR 128, must also meet SBA requirements at 13 CFR parts 121, 125, and 128 including the nonmanufacturer rule requirements at 13 CFR 121.406(b) and limitations on subcontracting at 13 CFR 125.6. The nonmanufacturer rule (see 13 CFR 121.406) and the limitations on subcontracting requirements apply to all SDVOSB and VOSB set-aside and sole source contracts above the micro-purchase threshold. In addition, an offeror shall submit a certification of compliance to be considered eligible for any award under this part (see 819.7004). Pursuant to 38 USC 8127(g), any business concern that is determined by VA to have willfully and intentionally misrepresented a company s SDVOSB/VOSB status is subject to debarment from contracting with the Department for a period of not less than five years. This includes the debarment of all principals in the business.
