Description

Pursuant to 10 U.S.C. 3204(a)(4), and in accordance with FAR 6.302-4, this is to certify that the sole source direction as authorized by Line 700 (4F) in the LOA - FMS case JA-D-QET has the effect of requiring the use of Other Than Full and Open Competition.

The scope of this contract is amended to incorporate a critical, non-commercial, preparatory phase of work by adding an estimated cost. This new effort encompasses the specialized analytical services required to perform comprehensive pre-planning analysis and to subsequently develop detailed aircraft modification work cards. These work cards represent the foundational, step-by-step procedures that are an absolute prerequisite for the physical installation of the MJU modification. This analytical phase ensures that all technical documentation is reviewed and a clear, executable plan is in place, thereby mitigating risk and paving the way for the successful hands-on modification effort. This work will be accomplished within the overall Period of Performance of the base contract listed above.
