This opportunity seeks qualified contractors to seal a disused, approximately 380-foot deep water well (Deep Well 051) at Rock Island Arsenal, Illinois. - Government Buyer: - US Army, US Army Garrison-Rock Island Arsenal, Directorate of Public Works, Engineering and Services Division - Scope of Work: - Seal Deep Well 051 in accordance with Illinois Administrative Code Title 77 Chapter I Section 920.120 - Fill well strata with: - 280 cubic feet of disinfected pea gravel (378ft to 306ft below ground) - Bentonite slurry (306ft to 30ft below ground, using an approved bentonite product for water well sealing) - Neat cement (30ft to 2ft below ground) - Remove top of well casing pipe to at least 2ft below grade, backfill, top with soil and seed, and grade site for drainage - Sample and test water removed from the well for VOCs and metals (EPA methods 8260B and 6010B), and manage disposal per results - Obtain permits, coordinate and report to Rock Island County Public Health Department, and pay associated fees - Maintain security perimeters and comply with all environmental and safety regulations - Products/Materials: - Disinfected pea gravel (280 cubic feet) - Approved bentonite product for water well sealing (slurry) - Neat cement - Soil and seed for site restoration - Services: - Well sealing project management, permitting, reporting, water sampling/testing, and site restoration - Unique Requirements: - Strict compliance with Illinois well sealing regulations and environmental standards - Water testing and disposal per EPA methods - Coordination and reporting to local public health authorities - Site restoration and grading to prevent water intrusion near adjacent buildings - No specific OEMs or proprietary products are named; contractors must supply all necessary equipment and materials.

Description

The Army Contracting Command - Rock Island Arsenal is issuing this sources sought notice for the construction project to seal an approximately 380ft deep, disused water well.

The Contractor is required to employ the necessary equipment, instruments, and materials to accomplish the task of sealing this old well in accordance with Illinois Administrative Code Title 77 Chapter I Section 920.120. The Contractor shall complete the necessary reporting to the County of Rock Island Public Health Department including paying fees. This project is located on the Rock Island Arsenal, Rock Island, IL. This project shall be a working day contract. The contractor is allowed 90 working days to complete the project.  See attached Statement of Work dated March 18, 2026.
