Nature of Procurement Action

This procurement action is anticipated to be awarded as a Firm Fixed Price (FFP) order utilizing the General Services Administration (GSA) contract vehicle, with an estimated six-month Period of Performance. The requirement will provide the Federal Aviation Administration Logistics Center (FAALC), AJW-L, with a comprehensive deployment of a secure, scalable enterprise data integration and analytics platform.

The platform will enable AJW-L to rapidly integrate, harmonize, and analyze operational and partner datasets while leveraging advanced Artificial Intelligence (AI) and Machine Learning (ML) capabilities to produce mission-critical insights in near real time. These capabilities will significantly enhance AJW-L’s ability to support operational decision-making, logistics planning, program management, and enterprise data collaboration across multiple FAA Lines of Business.

Implementation of the platform will be fully aligned with Federal policy governing responsible AI adoption and governance, including Executive Order 13859, Executive Order 13960, and OMB Memorandum M-21-06. Compliance with these policies ensures that deployed AI capabilities meet the following principles:

Description of Supplies/Services

The FAA requires a six-month procurement of Palantir Foundry licenses/cores and associated technical services to support mission-critical enterprise data integration, analytics, and AI-enabled decision support capabilities.

Palantir Foundry, a Software-as-a-Service (SaaS) Commercial Off-the-Shelf (COTS) platform, enables the FAA to rapidly and securely integrate, transform, and analyze disparate datasets originating from multiple operational systems. The platform provides an intuitive point-and-click user interface designed to support users with varying levels of technical expertise, including administrative staff, subject matter experts (SMEs), engineers, analysts, technicians, program managers, financial analysts, and executive leadership.

Key capabilities of the Palantir Foundry platform include:

Comprehensive Data Capabilities

The platform enables ingestion, normalization, storage, querying, replication, and analysis of structured and unstructured datasets. It supports uploads ranging from spreadsheets to large enterprise databases and includes an extensive library of REST API integrations for seamless connectivity with existing FAA enterprise systems and legacy applications.

Advanced and Predictive Analytics

Foundry supports advanced analytics and predictive modeling through an intuitive graphical interface, enabling non-technical users to perform complex data analysis, modeling, and visualization without requiring advanced programming skills.

Modern Data Management

AJW-L seeks to modernize legacy data management processes by replacing disparate Excel spreadsheets and near end-of-life Microsoft Access databases with a centralized enterprise data platform. This modernization will significantly reduce reliance on manual data manipulation and allow FAA personnel to focus on mission-critical safety and logistics operations.

Rationale Supporting Use of a Single Source

In accordance with FAA Acquisition Management System (AMS) Policy Section 3.2.2.4 – Only One Responsible Source, the FAA has determined that Palantir Technologies Inc. is the only responsible source capable of meeting the Government’s minimum requirements for this procurement.

Palantir Foundry has been operational within the FAA environment since 2019 and is fully integrated into multiple mission-critical workflows, enterprise data architectures, and governance frameworks. The platform currently supports standardized data integration, analytics, and collaboration capabilities across several FAA Lines of Business, including but not limited to AIR, AXH, ASKME, AVP, and AJW-L. These existing implementations include FAA-configured ontologies, established data pipelines, and system integrations with enterprise applications, forming a unified and standardized operational environment.

The FAA requires continuity of this established enterprise environment to support ongoing mission-critical operations. Palantir Foundry provides a centralized, SaaS-based COTS solution that enables secure ingestion, transformation, storage, and analysis of disparate datasets through a low-code/no-code interface accessible to both technical and non-technical users. This capability is essential to maintain operational efficiency, reducing reliance on specialized development resources, and ensuring consistent access to authoritative data across the enterprise.

Continued use of Palantir Foundry is necessary to preserve enterprise standardization, interoperability, and data governance across FAA systems. The FAA Office of Information Technology (AIT) is actively advancing an enterprise-wide data strategy that relies on maintaining compatibility with existing platforms, data models, and integration frameworks. Disruption to this standardized environment would adversely impact cross-organizational collaboration, data integrity, and mission execution.

Market research and technical evaluations have confirmed that no other vendor can provide a solution that is fully compatible with the FAA’s existing Palantir Foundry environment without requiring substantial redevelopment. Specifically, award to an alternative source would necessitate:

Replacement or reconfiguration of existing system integrations Migration of significant volumes of operational and program data Redevelopment of established ontologies, data models, and analytical workflows Revalidation of cybersecurity controls and system accreditations Retraining of FAA personnel currently utilizing the platform

These efforts would result in substantial duplication of costs to the Government that are not expected to be recovered through competition. Additionally, the time required to design, develop, test, accredit, and deploy an alternative solution would introduce unacceptable delays in meeting the FAA’s mission requirements.

Furthermore, Palantir Technologies Inc. possesses unique, proprietary knowledge of the FAA-configured Foundry environment, including system architecture, data integrations, and operational workflows. No authorized third-party resellers or support providers are approved to operate within this environment. As such, only Palantir Technologies Inc. can provide the required licenses, technical support, and continuity of services without degradation to existing capabilities.

Based on the foregoing, the FAA has determined that Palantir Technologies Inc. is the only responsible source capable of fulfilling the requirement without unacceptable risk to cost, schedule, and performance. Award to any other source would result in mission disruption, increased costs, and delays that are not in the best interest of the Government.

Accordingly, this procurement is justified on a single source basis under AMS Policy Section 3.2.2.4.

Market Analysis

Initial FAA market analysis conducted in 2019 evaluated several Commercial Off-the-Shelf data platforms, including Microsoft Azure, Amazon Web Services, and Tableau. While these solutions offered partial capabilities, they required significant custom development and coding support to achieve the functionality required by the FAA.

Palantir distinguished itself by providing:

This deployment enabled FAA personnel to analyze operational safety data in new ways, significantly enhancing the agency’s data-driven safety oversight capabilities.

Additional market research during the 2024 ASPIRE program extension confirmed that Palantir remained the only COTS platform capable of meeting the FAA’s full functional requirements. As a result, Contract 47QTCA24D004L was awarded to Palantir Technologies Inc.

Currently, no authorized third-party resellers are approved to support the FAA’s existing Palantir deployment environment. AJW-L therefore requires direct vendor support to maintain system continuity and configuration integrity.

A Market Survey (MS) 6973GH-26-R-Data was issued from January 21, 2026 through February 4, 2026, receiving 51 total responses.

Evaluation results were as follows:

Based on the results of market research, technical evaluation, and operational requirements analysis, the FAA has determined that Palantir Technologies Inc. is the only responsible source capable of meeting the agency’s minimum needs for enterprise data integration, analytics, and collaborative data capabilities required by AJW-L.

Awarding this requirement to another vendor would result in substantial duplication of costs to the Government and unacceptable delays in fulfilling mission requirements due to the need to replace or redevelop existing integrations, migrate operational datasets, and retrain personnel currently using the standardized platform.

Accordingly, this procurement is justified as a Single Source acquisition under FAA Acquisition Management System (AMS) Policy 3.2.2.4 – Only One Responsible Source, and award to Palantir Technologies Inc. is determined to be in the best interest of the Government.

The FAA has determined that continued use of the Palantir Foundry platform is necessary to maintain enterprise standardization of data integration, analytics, and collaborative data environments currently deployed across multiple FAA Lines of Business. Standardization ensures interoperability between FAA systems, preserves existing data models and ontologies, and maintains consistent governance and analytical workflows used to support mission-critical operations.

The Palantir Foundry environment currently supports established integrations with FAA enterprise systems and operational datasets used by organizations including Aircraft Certification Service (AIR), Office of Hazardous Materials Safety (AXH), Aviation Safety Knowledge Management Environment (ASKME), Office of Accident Investigation & Prevention (AVP), and the FAA Logistics Center (AJW-L). Maintaining this standardized environment allows FAA organizations to securely share data pipelines, analytical models, and operational insights across the enterprise.

Introducing an alternative platform would require redevelopment of existing data pipelines, reconfiguration of system integrations, migration of enterprise datasets, redevelopment of ontologies and analytical models, and retraining of personnel. Such changes would significantly disrupt ongoing operational activities and degrade existing enterprise collaboration capabilities.

Continued use of Palantir Foundry ensures technical compatibility, operational continuity, and alignment with the FAA’s long-term enterprise data and analytics strategy, while minimizing risk to mission-critical operations.
