The U.S. Air Force's 86th Civil Engineer Squadron at Ramstein Air Base, Germany, is seeking qualified firms for follow-on Indefinite Delivery Indefinite Quantity (IDIQ) contracts to provide Architecture and Engineering (A-E) services supporting the Kaiserslautern Military Community (KMC) and other U.S. European Command locations. - Up to eight Firm-Fixed Price IDIQ contracts are anticipated, each with a five-year base period and a five-year option, totaling up to $59 million. - Scope of work includes: - Multidisciplinary A-E services: project management, design, planning charrettes, studies, inspections, and construction oversight - Geospatial data services: capture, processing, and delivery of vector/raster data compliant with Air Force standards - Construction quality assurance (Title II services): site visits, material reviews, inspection reports, and change order preparation - Fire protection engineering: design and review of fire protection systems per UFC 360001 and Host Nation standards - Anti-Terrorism/Force Protection (ATFP) design: integration of DoD and Host Nation security requirements - Secure space design and Construction Site Security Planning (CSSP): support for secure facility accreditation and site security management - Cybersecurity design services: compliance with UFC 401006, UFGS 25 05 11, IEC 62443, ISO/IEC 27000, and Host Nation requirements - Services must comply with both U.S. and Host Nation standards, with deliverables at multiple design completion stages (15%, 35%, 95%, 100%). - No specific OEMs or vendors are named; this is a sources sought notice for market research. - Work will primarily occur at Ramstein Air Base, the broader Kaiserslautern Military Community, and other U.S. European Command sites.

This notice officially begins dialogue with industry for the re-acquisition of follow-on Architecture and Engineering (A-E) Indefinite Delivery Indefinite Quantity (IDIQ) contracts in support of the Kaiserslautern Military Community (KMC). The sources sought / request for information is a market research tool used for the purposes of preliminary acquisition planning and does not constitute a Request for Quote (RFQ), Request for Bid (RFB) or Request for Proposal (RFP). The intent of this notice is to identify potential offerors and is not a commitment of the Government for any purpose other than market research. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up requests. Please ensure if you are anticipating submitting a proposal when the soliciation is posted, that your company is registered in SAM.gov. Directions on registering in SAM.gov have been provided in the attachments listed below. Respondents will not be notified of the data collected in result of this market research and any information submitted to this request by respondents is voluntary. Requirement Description:
The 86th Civil Engineering Squadron (86th CES) has a requirement for follow-on A-E IDIQ contract. It is anticipated the government will award to no more than eight (8) Firm-Fixed Price (FFP), IDIQ contracts, each with a base ordering period of 5 year and one (1) 5 year option period. The estimated maxium contract value othe IDIQ is $59,000,000. These IDIQ contracts will support the 86th CES located at Ramstein AB, Germany. All work will consist of A-E services for facilities and geographically separated units (GSU) and other locations supported by the KMC. Work is anticipated to be performed will be within the North American Industry Classification System (NAICS) Codes of 541330 Engineering Services, 541310 Architectural (except landscape) services, and 541320, Landscape Architectural Services.
