This opportunity invites proposals for the Port of Long Beach SWIFT Clean Marine Port Incentive Program, supporting the transition to low- and zero-emission port operations. - Government Buyer: - Port of Long Beach (City of Long Beach, Board of Harbor Commissioners, Long Beach Harbor Department) - OEMs and Vendors: - No specific OEMs are named; the program is open to all qualified manufacturers and vendors of zero-emission cargo handling equipment, charging equipment, commercial harbor craft, and locomotives. - Products/Services Requested: - Zero-emission Cargo Handling Equipment (CHE): - Human-operated and maintained CHE, including heavy-duty forklifts, top handlers, side handlers, reach stackers, yard tractors, rubber tired gantry cranes, and rail cone carts - Technologies: battery-electric, hydrogen fuel cell, or grid-connected - Battery-Electric CHE Charging Equipment: - Level 2 and Level 3 chargers, including inductive chargers - Must be UL listed or certified by a Nationally Recognized Testing Laboratory - Commercial Harbor Craft: - Eligible types: assist tugboats, articulated tug barges, barges, crew/supply boats, excursion vessels, ferry vessels, ocean tugboats, pilot boats, work boats - Technologies: battery-electric, hydrogen fuel cell, or hybrid zero-emission - Repowering, replacement, or retrofit of propulsion engines, or new-builds with zero-emission-capable engines - Zero-Emission Locomotives: - New line-haul, switcher/yard service, and short-haul locomotives - Technologies: battery-electric, hydrogen fuel cell, or hydrogen fuel cell-battery hybrid - Unique or Notable Requirements: - All CHE must be human-operated and maintained - Charging equipment must be UL listed or NRTL certified - Maximum incentive per proposer is $8 million, with caps per equipment type - Projects must be completed by the specified program deadlines - Proposals must be submitted electronically via PlanetBids - Place of Performance: - Port of Long Beach (primary) - Port of Los Angeles (also eligible for some activities)

Description

The SWIFT Clean Marine Port Incentive Program at the Port of Long Beach offers funding to container terminals, non-container terminals, and other tenants to accelerate their transition to low- and zero-emission operations. Funded by a $58 million grant from the California State Transportation Agency, the program provides financial incentives for purchasing zero-emission cargo handling equipment, repowering or retrofitting propulsion engines in commercial harbor craft, and purchasing zero-emission locomotives. Proposals must be submitted electronically via the PlanetBids portal by May 1, 2026. A pre-bid meeting is scheduled for April 6, 2026.
