Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source modification to contract number N0001919G0029 N0001922F2439 with Sikorsky Aircraft Corporation (SAC), Stratford, CT, for the development of a Fuel Shut Off Valve (FSOV) kit to support the testing even for aircraft K16.This kit will provide backup parts for the testing event in case any parts of the testing kit fail or are damaged during the testing event. SAC has been the designer and developer for the CH-53KTM helicopter, and, accordingly, is the only known responsible firm with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
