The U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) at the U.S. Embassy Bogota is soliciting quotations for a comprehensive suite of K9 Complex Welfare Tools to support canine operations in Colombia. - Government Buyer: - U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), U.S. Embassy Bogota - Products Requested: - Veterinary equipment: scales, coagulation analyzers, glucometers, video otoscopes, nebulization systems, microchip readers - Facility and operational equipment: water distillers, ultrasonic cleaners, rotary sealers, clippers, IV poles, anesthesia masks, heaters, dryers, washers - Surgical kits and industrial supplies: surgical instrument kits, industrial hoses, plastic pallets, neonatal maternity units - Vehicles and grounds equipment: cargo vehicle, brush cutter - Electrical and maintenance: voltage regulators, electrical extensions, sprayers - Miscellaneous: information boards, flashlights - Quantities range from 1 to 75 units per item - Unique Requirements: - All equipment must include bilingual (Spanish/English) manuals, warranties, and comply with U.S. industry standards - Delivery and commissioning of all items must occur within 90 days after receipt of order (ARO) - Delivery location is the INL warehouse in Bogota, Colombia; shipping and handling must include replacement of lost/damaged items and unloading at the final site - OEMs and Vendors: - No specific OEMs or brands are mandated; products must meet or exceed described specifications - Notable Details: - Some items reference models (e.g., EcoPak 07 rotary sealer or superior) but allow for equivalent alternatives - All items require warranties and after-sales support - The procurement supports the Colombian National Police K9 program

Description

The International Narcotics and Law Enforcement Affairs Office (INL) in Bogota has a requirement for K9 COMPLEX WELFARE TOOLS for Colombia.  

All interested sellers should submit the quotations according to the attached INL_RFQ-PR15914316 no later than April 20, 2026 at 4:00 pm (local Bogota time) via e-mail to AlejoA@state.gov and BogotaINLSolicitation@state.gov.

No quotations will be accepted after this time.  This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested by this notice alone, and a written solicitation will not be issued.  

To be considered for award, please follow the instructions included in Section 3 of the INL-RFQ Document.
