Description

The United States Air Force requires the replacement of end‑of‑life batteries and capacitors for the Eaton 9390 Uninterruptible Power Supply (UPS) located in Building 237 at Sheppard AFB, TX. This requirement falls under PSC J059, NAICS 811210, with a corresponding $34M size standard. The project will modernize the existing UPS by installing a new, optimized Eaton battery configuration that reduces the total number of batteries while maintaining the capability to support a 30 KVA critical load for a minimum of two hours. All aged capacitors within the Eaton 9390 unit will be replaced to restore the system to original factory specifications and prevent potential failure points. In accordance with the approved brand‑name justification, all components must be new Eaton hardware, and all work must be performed by an Eaton‑certified technician. The contractor will be responsible for conducting a mandatory site visit to verify field conditions and measurements, safely removing and disposing of all existing batteries in compliance with federal, state, and local environmental regulations, and performing full system testing to validate proper operation under simulated power‑loss conditions.

A mandatory site visit is scheduled for 15 April 2026 at 9:30 a.m. CST and the meeting location is at the Sheppard AFB Visitor Center, 210 Missile Rd, Wichita Falls, TX 76311. Vendors must email cristhian.gonzalez_tovar@us.af.mil and kimberly.rico@us.af.mil no later than 13 April 2026 (COB) to coordinate base access. Questions regarding this requirement may be submitted to the POC and Contracting Officer no later than 17 April 2026 at 1:00 p.m. CST, questions received after this deadline may not receive a response. Quotes must be submitted via email to the POC and Contracting Officer by 25 April 2026 at 4:30 p.m. CST and must remain valid for 90 days along with Statement of Work (SOW) describing the solution to modernize Eaton system. All pricing must be submitted using the provided COMBO; vendors may include a supplemental quote on a company letterhead, but all technical submissions must be provided in a separate document. Vendors must also complete the contractor identification section included in the solicitation COMBO.
