This opportunity seeks sources for supplying an inhaled Nitric Oxide (iNO) therapy system and gas for Brooke Army Medical Center (BAMC), managed by the Medical Readiness Contracting Office-West at JBSA Fort Sam Houston, Texas. - Government Buyer: - US Army Health Contracting Activity, Medical Readiness Contracting Office-West (MRCO-W) - Place of performance: Brooke Army Medical Center (BAMC), JBSA Fort Sam Houston, Texas - Products/Services Requested: - Inhaled Nitric Oxide (iNO) therapy system for selective pulmonary vasodilation - Must be FDA-approved for neonates (>34 weeks gestation) with hypoxic respiratory failure and pulmonary hypertension - Operator-determined NO concentration - Continuous monitoring of NO, NO2, O2, PaO2, and methemoglobin - System must prevent NO2 levels above 20 ppm - Includes backup battery and reserve NO delivery - Supplies nitric oxide in aluminum cylinders at 800 ppm or 100 ppm concentrations, size 88 cylinder or equivalent, with at least 1963 liters at STP - Supply of inhaled Nitric Oxide gas for use in BAMC clinics - Unique/Notable Requirements: - All equipment and gas must meet detailed salient characteristics (see attachment) - Must comply with FDA device specifications - Backup power and reserve delivery required for patient safety - OEMs and Vendors: - No specific OEMs or vendors are named in the notice or attachments - Period of Performance: - One base year plus four option years

Description

The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist by determining if this effort can be successfully competed and/or set-aside for Small Businesses.  The proposed North American Industry Classification System (NAICS) Code is 325413 – In-Vitro Diagnostics Substance Manufacturing which has a size standard of 1,250 employees.  The Government will use this information to determine the best acquisition strategy for this procurement.  The Government is interested in all large and small businesses to include 8(a), Service-Disabled Veteran-Owned, HubZone, and Women-Owned small business concerns.  

The Medical Readiness Contracting Office-West (MRCO-W), JBSA, Fort Sam Houston, Texas, is seeking potential sources to establish an Inhaled Nitric Oxide Gas contract in support of the Respiratory Department at Brooke Army Medical Center (BAMC), JBSA – Fort Sam Houston, Texas. 

This requirement is for the purchase of inhaled Nitric Oxide (iNO) to be used in various clinics within Brooke Army Medical Center (BAMC) to improve oxygenation for patients undergoing various procedures. The Inhaled Nitric Oxide must adhere to the entirety of the list of salient characteristics outlined in Attachment (1). Period of Performance: One (1) base year (01 JAN 2027 – 31 DEC 2027) plus four (4) option years (01 JAN 2028 - 31 DEC 2032).
