The U.S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) is seeking a Vermont-licensed, state-certified general real property appraiser to conduct an Areawide Market Analysis (AWMA) for lands enrolled in the Agricultural Conservation Easement Program - Wetland Reserve Easement (ACEP-WRE) across Vermont. - Scope of Work: - Perform an initial statewide AWMA to determine fair market values per acre for various land use types - Provide annual AWMA recertifications or amendments for up to four additional years (total contract duration up to five years) - Deliverables include digital and written reports, supporting sales data spreadsheets, and participation in meetings and training - Key Requirements: - Contractor must be a Vermont-licensed, state-certified general real property appraiser and comply with Uniform Standards of Professional Appraisal Practice (USPAP) - Demonstrated technical capability and relevant past performance are required - Pricing must be provided for all line items - Products/Services Requested: - Initial Areawide Market Analysis (1 each) - Annual AWMA Recertification Reports for up to four option years (1 each per year, part number 7540-01-152-8067) - Professional real property appraisal services for each year - No specific OEMs or commercial vendors are named; this is a professional services procurement - Place of Performance: - Primary work location is Vermont, with the USDA NRCS Vermont State Office in Colchester serving as the main government facility

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 12FPC426Q0023 is issued as a Request for Quotation (RFQ) for performance of an Initial Areawide Market Analysis for Vermont and subsequent annual AWMA recertifications or AWMA amendments for each following FY not to exceed 4 additional years. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 531320 The small business size standard is $ 9.5 million. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
