The U.S. Coast Guard (USCG) Aviation Logistics Center is seeking industry input on the interchangeability of Dowty R391 propellers between C-27J and HC-130J aircraft. - Government Buyer: - U.S. Coast Guard (USCG) Aviation Logistics Center, Elizabeth City, NC - OEM Highlight: - Dowty is the Original Equipment Manufacturer (OEM) for the R391 propellers - Requested Services: - Independent engineering study to assess if Dowty R391/6-132-F/10 propellers (C-27J, P/N 697091001) can be overhauled and used on HC-130J aircraft (R391/6-132-F/3, P/N 697039001) - Study must address: - Configuration compatibility and traceability - Structural and fatigue life assessment - System safety and airworthiness substantiation - Dynamic, vibration, and acoustic impacts - Aerodynamic effects and risk assessment - Inspection and overhaul recommendations - Technical plans, compliance matrices, and go/no-go recommendations - Unique Requirements: - Analysis must consider differences in usage spectra, airworthiness limitations, and platform designation - USCG is open to solutions with or without OEM endorsement - No direct procurement of propellers or overhaul services at this stage; this is a request for technical input and analysis - No specific quantities or direct product purchases are requested at this time

Description

This is a Sources Sought notice only, not a solicitation announcement and is issued solely for informational and planning purposes. This posting is not a Request for Proposals (RFP) or a Request for Quotes (RFQ) and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this Sources Sought notice. No basis for claim against the Government shall arise as a result of a response to this Sources Sought notice or Government use of any information provided. Further, the Government is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotes. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time, no solicitation exists; therefore, do not request a copy of the solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

Background: The USCG is planning the sundown of the C‑27J fleet and seeks to assess whether Dowty R391 propellers that have accumulated service on the C‑27J (R391/6‑132‑F/10) can be overhauled and employed on the HC‑130J (R391/6‑132‑F/3). OEM correspondence flags differences in usage spectra, airworthiness limitations, and platform designation/traceability. USCG seeks independent, rigorous industry input on whether a technical, airworthiness, and sustainment-acceptable path exists, with or without OEM endorsement.
